After the end of the Second World War,many different types of international systems have emerged in the international political arena.Since the end of the cold war,the international system has entered a period of rapid development.As the main body of the creation or operation of the international system,the motivation of the state is to express the interest demands in some interest related fields,or to realize the specific political demands of some countries.Generally speaking,most countries are relatively"stable" in the original international system,but sometimes because the existing international system fails to guarantee the realization of the interests of some countries participating in the international system,the injured countries take the exit from the existing international system or call for changes in the system as their countermeasures."Hygiene-motivational factors " was put forward by American psychologist Herzberg,which is to explain the goals and incentives to meet the interest needs of actors through health care factors and incentive factors.This paper intends to use the"hygiene-motivational factors " to understand the behavior motivation of the choice of"system exit" in international system,and use the health factors and incentive factors of"two factor theory" to explore the neutral system and non neutral system in system design,which can more comprehensively understand the behavior of state exit system.This paper is divided into four parts.The first part briefly introduces the two concepts of "institutional exit" and "two factor theory",and analyzes the applicability of the two factor theory in "institutional exit".The second and the third part is to classify and discuss the influence of health care factors and incentive factors in "system exit".In this paper,the interests preference of national survival and development,the protection of interests by institutions and the vulnerability of interdependence in the international system are summarized as "health factors" that affect whether a country continues to participate in the international system;the relevant factors about the demand for state power(i.e.institutional status and institutional discourse power)can be summarized as"incentive factors" that affect whether a country continues to participate in the international system.The last part is a case study of brexit in the United Kingdom,to understand more intuitively how the two factor theory works in the process of institutional exit.
