After the implementation of the reform of the post system,important achievements have been made in many aspects,such as optimizing judicial efficiency and highlighting the main position of prosecutors,which is of great significance to the comprehensive optimization of procuratorial human resources management.However,from the current actual situation of procuratorial human resources management,there are still problems such as weak cohesion and lack of professional honor.These problems form certain constraints on the efficient construction of grass-roots procuratorial team,which is not conducive to the development of China’s procuratorial cause.The fundamental cause of the current predicament is that the incentive mechanism of procurators is not perfect,and even the incentive failure,which is unable to tap the potential of the staff.Therefore,in order to fully realize the goal of procuratorial work,we must start from the current level of procuratorial team construction,build a scientific and perfect incentive system,effectively tap the potential of procuratorial personnel,create a positive procuratorial culture,and help the construction of procuratorial team and the orderly promotion of the high-quality development of procuratorial cause.Based on the two-factor theory as the core theory,this paper selects the grass-roots procuratorial organs of Q Province as the research unit,understands the current incentive status of judicial administrative personnel through actual investigation,points out the shortcomings,and puts forward feasible suggestions for their further improvement and optimization in the future.This paper takes the literature research method,questionnaire and interview method as the main research methods,based on the two-factor theory.Through a comprehensive questionnaire survey and interview with the judicial administrative personnel of the grassroots procuratorial organs in Q Prefecture of Guizhou Province,from the satisfaction of health care factors,the existing problems are: the welfare treatment of judicial administrative personnel is lower than that of procurators,the security is not in place,the working environment needs to be improved and the interpersonal relationship between all kinds of procurators is tense.From the perspective of satisfaction of incentive factors,the existing problems are: lack of professional sense of honor and organizational identity,limited career development,imperfect training and development management system and imperfect assessment system.The judicial administration work positioning is not clear and the attention is insufficient,the incentive concept is outdated,the understanding of the incentive management is insufficient and the incentive system formulation is not scientific.In view of the main problems existing in the investigation,the following suggestions are put forward for the incentive of the procuratorate in Q Prefecture of Guizhou Province.In terms of health care factors,a reasonable compensation incentive system should be established,a career security system in line with the characteristics of procuratorial work is established to improve the satisfaction of the working environment of judicial administrative personnel and strengthen the interpersonal relationship management among various procurators.In terms of incentive factors,it should enhance the professional sense of honor and value of judicial administrative personnel,smooth the career rise channel of judicial administrative personnel,improve the training and development management of judicial administrative personnel,and establish a scientific and reasonable performance assessment system.
