| Government data opening is an important means to improve government service efficiency and improve the utilization value of government data.However,due to the "fragmentation" of business,different system construction standards and uneven data quality of government departments,the problem of low efficiency of government data opening is particularly obvious,and it is difficult to maximize the value of data resources.Based on the experience in government affairs open data first of Foshan city as the research object,select overseas of the United States,Britain,and the domestic Shanghai,Guiyang city as a case analysis,combining the theory of public management,data sharing and open to the Foshan city government affairs work mechanism,supporting system and platform carrier three aspects to carry on the analysis,put forward countermeasures and Suggestions.From the perspective of government functions,according to the top-level design idea of digital government operation,the working mechanism promotes the opening of government data by optimizing the internal organizational structure of the government,so as to solve the problem that it is difficult to coordinate department data in the process of data opening.Supporting system based on data object,through the analysis of the impact of regulations on open government data,enhance protection countermeasures are put forward.The platform carrier takes the construction of data open platform as the object,analyzes the path to improve the data open platform,and promotes the opening of government data by improving and optimizing technologies.Based on the research on the opening of government data in Foshan,this paper argues that the following three aspects should be perfected for local governments to promote the opening of government data : Firstly,it is necessary to optimize the organizational structure within the government,adjust the structure from the aspects of personnel structure and department functions,and use data to drive the reengineering of the government’s business process.Second,we should optimize the sharing and opening system of government data,constantly improve the working mechanism,management system and data standards,and make government data opening work run orderly and efficiently.Third,it is necessary to optimize the platform carrier of government data opening,improve the platform data security management,strengthen data association analysis,and improve the ability of government data value mining. |
