Research On Government Data Sharing Pattern Of Nanhai District In Foshan City

Government dat a sharing is an effect ive means to promote the government proce ss reengineering,and improve the qualit y of managem ent and services.Never thel ess,domes tic local governments are generally confronted with difficulties in data sharing due to lack of proper coordination and uniform standard among construction departments as well as poor data quality.Based on the overa ll si tuat ion of domestic and foreign gover nment data sharing,this thesis takes Nanhai District of Fosh an C ity as a case to s tudy,which is at the l eading edge of developm ent in this s pace.We use the Hall t hree dimensions structure and apply theories in publi c management to analyze the governm ent data sharing model of Nanhai in dept h,dividing which into three dimensi ons:First of all,the managem ent dimension is measured from the perspec tive of government functions.It reflects si tuat ions of leadershi p,coordinat ion mechanism and system construction according to t he t op-level design i deas of governm ent dat a sharing,in order to solve the coordination di fficulties in the sharing process.Secondly,the t echnology di mension focuses on the chief data.Bas ed on flow direction of t he shared dat a,it describes management m easures in three as pects: data acquisit ion,processing,and shari ng and exchange.It tackles the problem of lack of uniform s tandards in data sharing.At last,the workflow dimension is set up in terms of pl atform establishment.By fol lowing the time s equence of progress for a shared goal,i t s hows the circumst ance on organization and manageme nt of resource direct ories,constructi on of basic sharing platform,and data applicat ion pl atform development.It aims at unders tanding how to optim ize the e-government data s haring work in a global way.On the basis of the study above,this paper gives two suggest ions to local governments to improve the data sharing affairs.On the one hand,local governments should perfor m busi ness proce ss reengi neering in a data sharing driven way,so t hat change on the traditional model of administrative operation and the functions of departments is unavoidabl e.On the other hand,a complete manageme nt syst em should be built,which should be well developed in terms of administrative coordination,uni form standard,and security gua rant ee.In t his way,government data shari ng can be safe,orderly and efficient.
