Study On Disaster Management System In Tianjin Community

With the rapid development of the society and the acceleration of the urbanization process,the pressure of the ecological environment in China is increasing,and the frequency,intensity and destruction degree of all kinds of sudden disasters are increasing day by day.Communities that respond effectively to disasters must play an important role.Community is the basic element of urban construction and an important place for human life.The disaster management construction of community affects the disaster management level of the whole city and is an important factor for social development and improvement of people's living standard.Under the unified leadership of the government,the disaster management system in China is carried out in the cooperation of different departments.This kind of disaster management mode that relies on the government and lacks independence hinders the improvement of the community's disaster resistance ability.Therefore,only by establishing and perfecting the community disaster management system,can the initiative and creativity of the community in disaster management be maximized and tapped while the government is leading,and the ecological environment and living environment of the community and its surroundings be improved and improved,so as to improve the disaster resistance ability of the whole city.Tianjin is the largest port city in north China,an international comprehensive transportation hub,and an important link in the coordinated development of Beijing-Tianjin-Hebei region.However,the natural environment of Tianjin is complex and diverse,especially with the gradual deepening of Tianjin's opening to the outside world,the economy is becoming more and more prosperous,and various potential dangers and risks are also gradually increasing.The 1976 Tangshan earthquake affected Tianjin and caused heavy economic losses.The "8.12 Tianjin Binhai new area explosion accident" in 2015 was a particularly serious safety accident,resulting in many deaths and injuries and direct economic losses of 6.866 billion yuan.The series of disasters and accidents have given a woke up call to the government and people of Tianjin,so it also puts forward higher requirements for strengthening the disaster management capacity of the community.Based on this,this article in the existing community disaster management research,on the basis of community in Tianjin as the research object,using the methods of on-the-spot investigation,questionnaire investigation and literature,analysis summary of Tianjin community work in disaster management in the current situation,reasons and the insufficiency,and puts forward corresponding countermeasures and Suggestions combined with foreign advanced experience of the community.The paper is divided into five parts:The first part is introduction.This paper mainly describes the research background,significance,literature review,basic concepts and relevant theories.The second part is the current situation of Tianjin disaster management system.It includes the general situation of Tianjin,the outline of disasters and the relevant practices of Tianjin municipal government.The third part analyzes the current situation of community disaster management in Tianjin.This paper mainly analyzes three community cases and the existing problems.The fourth part is the suggestion of the community disaster management system in Tianjin.Based on the experience of community disaster management in foreign countries,the Suggestions for community disaster management in Tianjin are put forward.The fifth part,the conclusion.The above contents are summarized and the future research is prospected.
