Study On Political Construction Of Police At The Grassroots Public Security Organs In The New Era

Political Construction of Police is a fine tradition of history of the public security work in China.It is a fundamental construction to adhere to and strengthen the party's absolute leadership over public security work,promote the in-depth development of strict police management,and constantly improve the law enforcement ability and political literacy of the public security organs.In the new era,the leading position of Political Construction of Police has been further consolidated and promoted.The public security organs are facing new problems and new requirements.How to conform to the development situation of the times in ideology and practice and promote the continuous deepening of Political Construction of Police has become a very important topic.Therefore,under the background of modernization of national governance institution and capacity in the new era,it is of great significance to strengthen the research on Political Construction of Police in the grass-roots public security organs and improve the political literacy and loyalty of the grass-roots public security police.This paper is divided into the following parts: first of all,starting from the concept of politics,this paper makes clear the meaning of Political Construction of Police,and defines the concept of the new era,grass-roots public security organs,and analyzes the necessity and feasibility of applying Political Construction of Police in grass-roots public security organs to the theoretical analysis of institutional change.Secondly,from the perspective of institutional change,based on the changes of the institutional environment in different social periods and the political path dependence of Political Construction of Police,the development process of Political Construction of Police in public security organs since the founding of the People's Republic of China is divided into the initial period from 1949 to 1978,the gradual development period from 1979 to 1991,the accelerated development period from 1992 to 2012,and the comprehensive development period from 2013 to 2019.The development of Political Construction of Police in each stage is influenced by the political and legal environment at that time.There are certain continuity and internal logic in its ideology,institutional mechanisms and method in the development process.Next,it summarizes the experiences and achievements of Political Construction of Police in the grass-roots public security organs in the following six aspects: grasping the ideological education,improving the institution construction,strengthening the relationship between the police and the people,administering the police strictly according to law,insisting on preferential treatment for the police and shaping the public security culture.On the theoretical level,the paper analyzes the institution of the process of Political Construction of Police in the grass-roots public security organs,that is,the driving force of development is driven by the interest factors,the loyalty to the party and the realistic mission,the development mode is dominated by mandatory change,which coexists with induced change,the way of development is gradual change under "path dependence".Thirdly,this paper analyzes the new requirements of the Chinese society in the new era for the Communist Party of China to strengthen the party's self-construction and promote the modernization of the national governance system and governance capabilities.This paper makes clear the new requirements of the public security organs based on their own duties and missions in the new era,that is,to adhere to the political attribute of the public security organs,to strengthen the institutional awareness of the public security organs,to improve the institutional mechanism of Political Construction of Police,and to enhance the intelligent level of the political police construction.And this paper sums up the problems of the basic public security organs of promoting political police building in the new era,such as the idea to be updated,the institution construction to be deficient,the operation mechanism to be improved,and the methods to be deficient.Finally,the paper puts forward some countermeasures and suggestions on how to strengthen Political Construction of Police in the grass-roots public security organs.First,there should be a positive change in thinking;second,the institutional improvement should be gradually improved;third,the use of mechanisms needs to be constantly perfected;fourth,ways and methods should be actively innovation.
