| Since the 18th National Congress of the CPC,the CPC Central Committee and the State Council have repeatedly called for optimizing the business environment in promotingcomprehensivelydeepening reform and innovating institutional mechanisms.The Third Plenary Session of the 18th CPC Central Committee proposed for the first time that"Building a Business Environment with the Rule of Law" was adopted in the Decision of the CPC Central Committee on Several Major Issues of Comprehensively Deepening Reform,and the Fifth Plenary Session of the 18th CPC Central Committee made clear the goal of building a business environment by law,internationalization and facilitation.The construction of business environment plays an important role in changing government functions,reducing administrative approval process,innovation of government supervision and establishing fair and open market rules.In some ways,business environment construction is a key breakthrough in modernization.As global competition grows,the business environment becomes the top priority for investment and trade concerns.However,due to the offside and absence of functions,self-value-added and"official standard"thought,department barrier and"information island",the government plays an important role in the construction of business environment,which leads to the imperfect construction of business environment in huai'an district.Government responsibilities in the construction of the business environment include the top-down practice of central-to-local policy,the pilot of local government reform,the central government's summary and promotion of the bottom-up vertical practice and the advanced horizontal practice between urban areas.We need to pay close attention to and study how to effectively transform government functions and further improve the business environment in the region.In recent years,the reform of the business environment in Huai'an District of Huai' an City has achieved remarkable results,but there are still many "short boards",which are still affecting the confidence of entrepreneurs to invest,the enthusiasm for innovation,the dedication to doing business the persistence of high-quality development,which need to be solved urgently.In order to solve the problem of business environment construction in Huai'an district,this paper combines the theoretical research with the practical research,uses the new public management theory,the seamless government theory and the theory of public restriction to analyze,applies the relevant theories of public management to the concrete practice of business environment construction,uses the experience summary method,on the basis of summarizing the current situation of business environment in Huai' an district of Huai'an city,comprehensively expounds the influence of the factors such as mass and enterprise affairs,enterprise production and management problem,government service problem and so on on to the business environment construction.At the same time,drawing on the advanced experience of foreign and domestic provinces and cities in the construction of busin ess environment,combining with the actual situation of our country's current business environment,this paper summarizes the countermeasures suitable for the construction of business environment in Huai' an District of Huai'an City,and puts forward some suggestions for optimizing the construction of business environment in Huai'an City from the aspects of strengthening the responsibility of government affairs,strengthening the construction of mechanism and strengthening the construction of the style of government,so as to ensure its strong operability,with a view to providing some valuable reference for the construction of business environment in Huai'an City,and raising the level of government service,so as to effectively prevent the possible contradictions in the process of actual construction.In order to build Huai' an City into a national sample of the best business environment in small and medium-sized cities. |
