As a fundamental work,institutional establishment work plays an important role in strengthening the modernization of the governance system and governance capacity.Institutional establishment is not only directly related to the rationality of the establishment of government institutions,but also has a significant impact on the operation efficiency of institutions.Over the years,as an indispensable part of providing public services,the government attaches great importance to deepening the reform of public institutions.However,the problem of optimizing the management of the establishment of public institutions and the contradiction with the relative shortage of the establishment resources is becoming more and more prominent.Since the classified reform of public institutions was launched in 2011,it has involved more than 1.26 million institutions and over 40 million people.A good job in the management of the organizational structure is the premise and guarantee for the smooth development of various undertakings.This paper intends to conduct research on the optimization of institutional establishment management in public institutions and further mobilize institutional establishment resources,which is of great significance for improving government public efficiency,accelerating the reform of public institutions,and ensuring key areas and industries.By adopting the method of combining quantitative data through the literature,comparative study on the practice of some domestic cities,explore the optimization of the recruitment management general general practice in reference,on the basis of previous studies,from functional responsibilities,internal institutions,the establishment situation,personnel set up five angles,system mechanism,puts forward the quantitative elements of the establishments of management,and the set of each indicator.Then combining with the specific cases of the medical system in the field of people's livelihood in H city,taking the first people's hospital of H city as an example,a mathematical model is constructed to realize quantitative analysis on the institution establishment management,calculate the compilation number,and optimize the institution establishment management more scientifically through the combination of qualitative and quantitative methods.Take H city for example,through the analysis about the present situation of institution organization and staffing,there are many problems.For example,the administrative establishment is mixed with the business establishment,the recruitment management procedure is not standard,a shortage in the area of people's livelihood,etc.From the mechanism and concept aspects,the cause of the problem is the lack of supervision of the recruitment management and self-construction,lack of rigid constraint,and the reform of public institutions is difficult,etc.Reference Qingdao,Zhoushan,and Ganzhou city,the three regions respectively adopted the establishment organization establishment management evaluation system,explore the establishment of create turnover use management and personnel control management measures,effectively promoted the scientific management of institutional resources in public institutions.On the basis of analyzing the problems and causes in the establishment management of public institutions in H city,this paper proposes suggestions on optimizing the establishment management of public institutions from four aspects.First,we will strengthen the legalization of organizational structure.Including establishing organization establishment organization club fiscal integration system,think that the agency and staffing administration optimization of institutions should strengthen legal construction,to minimize human intervention factors,forming organization establishment department,organization department,hr department and finance department,interconnection and interaction between the constraint mechanism,set up with make up management evaluation mechanism to strengthen with pre audit clearance,multi-pronged strengthening institution regulation.Second,strengthen the understanding of the organization establishment management.This includes strengthening publicity to make all departments realize the importance of the work of organization and establishment management in the new era,improving the mechanism and strengthening the work discipline of organization and establishment,and carrying out the responsibility audit of leading cadres and organizations.Third,we will strengthen the self-improvement of the administrative departments of organizational structure.Based on the analysis of the current situation of H city compilation office,it is proposed to reasonably set up the organization and staff structure within the compilation office,and at the same time,it is suggested to carry out business training on a regular basis to improve the quality and capability of the staff.Fourth,explore the potential of enterprise organization and innovative management.This paper proposes various ways to find the space of controlling and reducing the number of employees,and suggests that we should continue to push forward the reform of public institutions and explore the management mode of personnel control.
