The Path Research Of The New Villagers-organization Participating In Beautiful Countryside Construction

In 2018,the state council issue the national strategic plan for rural revitalization(2018-2022),which clearly proposes to promote the modernization of rural areas in a coordinated way in accordance with the general requirements of "thriving industries,ecological livability,civilized rural areas,effective governance,and a prosperous life",so as to make rural areas more attractive for living and working in peace and contentment.Recently years,China's rural social and economic transformation and development,its social structure has undergone profound changes,and gradually formed a number of ecological villages,rural construction has made great progress,but also faced with some problems.Such as the rural construction planning and design is not reasonable,unable to adapt to local conditions;The construction concept of one-sidedness ecological village oriented by "one village one product" and "one township one feature" still exists.Due to the lack of environmental protection concept,the villagers are more inclined to pursue economic interests,and cannot realize the unification of economic,social and ecological benefits.With the acceleration of the modernization of rural society,the traditional countryside is constantly impacted by the modern civilization,which gives rise to the new dilemma of rural construction and development.In this context,a group phenomenon of "new villagers" returning to hometowns to participate in the construction,and the term "new villagers" gradually became the focus of scholars' research.What is the specific connotation of "new villagers" ? How does this group play its role? And what are the factors that affect the new villagers organization to participate in the countryside construction?Based on the two aspects of text records and practice,this paper makes a detailed study on the participation of new villager organizations in the construction of beautiful countryside.Firstly,based on the analysis of the existing literature,it is pointed out that the new villager organization is a social company formed by the mutual connection of different new villager individuals.At the same time,the paper describes the experience of the new village organizations participating in the construction of beautiful villages,and shows the path and the influence of the new village organizations on the construction of beautiful villages.This paper defines the specific connotation of the new village organization and the beautiful village construction,and conducts the research on this basis.This paper mainly adopts the method of case comparison and selects two typical new villager organizations for research,namely the villagers counselor's association of Dongheng village in Deqing county,Zhejiang province and the governing village council of Weitou village,Jinjiang city,Fujian province.This paper briefly describes the establishment process of the two new township organizations,explains how they actively participate in the construction of ecological countryside with specific cases,and deeply analyzes how they play their organizational role to help the construction of beautiful countryside under the upsurge of the returning of new township organizations.By comparing two typical case analysis that the new follow villager organizations the role of the main performance in improving the environment,promote village autonomy,standardize the order of rural village,spread the modern rural culture,on this basis,the article discusses the influence factors of affect new villager organizations to participate in,point out that new villager organizations own conditions and external environment condition for the new villager organizations to participate in the beautiful countryside construction has an important influence,and the concrete analysis of these factors how to affect the new follow villager organizations to participate in the rural construction.Finally,based on the analysis of the above influencing factors,this paper puts forward an optimized path for the new township organizations to participate in the construction of beautiful countryside.It is pointed out that it is necessary to cultivate the soil to promote the development of the new township organizations and provide a good external environment for the development of the new township organizations.The organization needs to establish a reasonable and standardized system,such as the cultivation and incentive mechanism of members;At the same time,the ability and quality of organizational leaders should be improved,and the ability to realize organizational leaders' personal charm should be strengthened.Through a variety of ways for the new village organization function to play to provide help,the final realization of rural revitalization.
