A Case Study On The Supervision Of Tongchuan District Village In Dazhou, Sichuan Province

With the rapid development of rural economy and society in our country,the new rural construction has made a great breakthrough,but in the implementation of various policies,many village cadres use the right to self-interest,embezzlement,misappropriation and interception of various people's livelihood subsidy phenomenon occurred,and then brought the rural contradictions increasingly prominent.It is also an important starting point of this research that how to promote the comprehensive and strict treatment of the party to the grassroots,to crack down the vacancy of village supervision,to perfect the construction of the rural penal and control system and to improve the level of villager autonomy.Dazhou is a large agricultural population in eastern Sichuan province,Tongchuan District as Dazhou Economic and cultural center,how to solve the problem of corruption that damage the villagers ' interests is more difficult task.In order to solve the problem that the former village discipline inspector and the inexpensive information Clerk system supervise a mere formality,the Dazhou Tongchuan District,March 30,2014,established 254 Village(Community)Supervision Committee,and now the whole district has established 273 village(community)supervising committee,after more than 3 years of practice exploration,The system has played a very good role in supervising the power of the village cadres,solving the "Four Winds" and corruption problems,and villagers ' participation in village affairs management,which not only obtains the support of the villagers,but also is fully affirmed by the Sichuan Provincial party committee,the Provincial Commission for Discipline Inspection and Wang Yanfei.The case study of Dazhou Tongchuan District village in Sichuan Province provides a reference for realizing the localization of democratic supervision system at grass-roots level and constructing the constitutional framework of rural governance in China at present.After collecting,reading and collating the relevant literatures,the author makes a practical investigation on the operation and development of the Tongchuan District Village-level supervision in Dazhou,Sichuan Province,and analyzes the background,case and enlightenment.First of all,the background of China's village-level supervision,such as the overall collar of the description,for the whole study to provide a primer support.Secondly,it systematically analyzes the case background,typical,main course,main practice and main effect of Dazhou Tongchuan District in Sichuan Province.Thirdly,the paper has carried out longitudinal analysis and research on three factors: system design,system execution,system evaluation and so on,which are the three major elements of the Tongchuan District village discipline,the Dazhou and the information clerk system in Sichuan Province.The empirical study on the supervision of Tongchuan District in Dazhou,Sichuan Province,it is concluded that the system of the ICAC is a new thing,although there are some deficiencies at the beginning of the establishment,but after proposing the corresponding measures to solve the problem,it is still the effective innovation and development direction of supervising the village-level organization operation,and it is the development need of the villager autonomy supervision and management mode Finally,the paper summarizes the case of Tongchuan District Village-level supervision in Dazhou,Sichuan province,and sums up the research,and also describes the future research direction.
