The Research Of Innovation In Community Governance Reflected By The Development Of Community Social Organization

Deep urbanization has made social benefit entities and their needs become diversified. Traditional pattern of social governance led by government has been shaken. Social services offered by government cannot reach every corner of social needs whether in width or in depth. In the communities we live, the social pattern of “Co-existence of multiple cultures and harmony in diversity” has formed. Social organizations have shown up in innovative social governance patterns. Community social organizations take root in communities. They play important parts in keeping society stable and raising people’s sense of happiness. They have gradually become important new powers for community development. Doing research on the influence of community social organizations in present community governance, and making clear of the roles that governments should take in community governance will promote positive community development and therefore benefit the construction of the primary-level social governance reformation system.This thesis mainly relies on qualitative analysis based on voluntary failure and control theories and takes researching methods of observation, case study, interviews etc. The thesis studies the example of organization Y of its beginning and development, and analyzes its growing from informal to formal organization. From the analysis, the necessary conditions of the development and growth of such organizations are to be found. Based on the case analysis of organization Y, which is one of the interest-related organizations, the positive and negative factors in its development are discovered. The positive factors are as follow: external environment like policies, enterprises, and professional powers; internal motivation like organization members’ strong sense of participation. The negative factors are as follow: the restriction on legalization of organization, the deficiency in the organization structure, the limitation of members’ abilities, the uncertainty of developing resources etc. According to the present status of community social organizations, the methods that government uses to help this kind of organizations should be considered, and the innovative ways should be suggested for the prosperous social organizations. The macroscopic consideration of making clear that the government should be the responsible entity and giving play to the core strength of social organization in community governance is proposed. Meanwhile, in a macroscopic direction, the relationship between organizations should be rationalized by making clear each party’s position; the proper intervention should be taken in the formation of junction structure; the construction of resources platform should be strengthened; the suggestion of supervision system should be improved. Therefore, the community governance pattern of “The Government Leads, the Society Follows” will be established and the community governance structure of “Variety generates common benefits, while harmony leads to fine governance” is realized.
