Study On The Role Of Deputies To The People's Congress At The Grassroots Level Under The Background Of Social Governance Modernization

The report of the 19 th National Congress of the Communist Party of China clearly stated: "The people's congress system is the fundamental political system arrangement that adheres to the organic unity of the party's leadership,the people being the masters of the country,and governing the country according to law.It must be adhered to and constantly improved for a long time." The Fourth Plenary Session of the 19 th CPC Central Committee pointed out that social governance is an important aspect of state governance,and it is necessary to strengthen and innovate social governance,improve the social governance system of Party Committee leadership,democratic consultation,social coordination,public participation and legal guarantee,and establish a social governance community that everyone is responsible,conscientious and enjoys.Deputies to the National People's Congress are the main body of the fundamental political system.The exercise of state power by deputies to people's congresses at all levels is of great significance to the modernization of the national governance system and capacity in the new period.In recent years,people's congresses at all levels have paid more and more attention to the role of deputies.The deputies of county and township people's congresses face the grassroots directly and are important subjects of social governance at the grassroots level.Therefore,it is necessary to study the role of grassroots deputies in the context of modernization of social governance.The full text consists of five parts,including introduction,related concepts,theoretical explanation,case analysis and countermeasure exploration.The first part introduces the importance and necessity of grass-roots people's congress' s role in the context of social governance modernization,introduces the research background and significance,and combs the relevant research literature.The second part mainly explains the related concepts and theoretical basis,mainly introduces the modernization of social governance and grassroots deputies from the theoretical level,and expounds the representative theory and governance theory.The third part mainly expounds and analyzes the relationship between modernization of social governance and grassroots deputies,including the advantages,ways and significance of grassroots deputies playing their role in the context of social governance.The fourth part mainly analyzes the status quo,existing problems and causes of the grassroots deputies' functions according to the relevant cases of the deputies of the county and township people's congresses in W county under the background of social governance modernization.The fifth part,combining the analysis results of the fourth part,puts forward the concrete countermeasures for grass-roots deputies to play their role under the background of modernization of social governance from three aspects: perfecting relevant mechanisms,building a platform for performing their duties and improving their work level.
