The appraisal of government staff has been valued by all countries since ancient times.From the pre-Qin period of the Spring and Autumn Period and the Warring States Period in China,each feudal dynasty established and implemented a strict management appraisal system.Of course,the name "performance appraisal" still originated from a public administration reform movement launched in the West in the1970 s.This movement was called the "public management movement." It aims to solve problems such as the management crisis,the financial crisis,and the decline in public satisfaction with the government by assessing the performance and efficiency of the government.As an important administrative tool,performance appraisal has been widely concerned by people.In China,the promulgation and implementation of the Regulations on the Examination of Civil Servants(Trial Implementation)has gradually put the assessment of civil servants on the track of institutionalization.However,because these regulations are too principled,the evaluation level and method are single,the evaluation indicators and standards are vague,and it is not easy for the people who are evaluated to grasp them,resulting in poor accuracy of the assessment results and difficulty in carrying out them.
