It is clearly pointed out in the report of the 19 th National Congress of the Communist Party of China that the government should constantly change its functions,further streamline administration and decentralization in its work,constantly innovate the supervision methods,and strive to build a service-oriented government with high efficiency,clean cadres and satisfactory people.In the new era,the Customs has also been keeping pace with the development of the times,making every effort to build a service-oriented customs and supporting the import and export trade.The grass-roots customs is a three-level unit in the customs system.Its work content is to fully implement the policy documents in the actual supervision work and maintain the normal domestic import and export trade order.The working objects of the grass-roots customs are mainly to supervise the goods and passengers.Therefore,it belongs to the front-line law enforcement department of the customs,and its work pressure and responsibility are very heavy.The working image of Customs grassroots civil servants represents the overall image of the national civil servants.Optimizing the assessment and management system of Customs civil servants is an important way to improve the efficiency of the government and the image of customs.Based on the actual work,this paper makes an in-depth study on the performance appraisal of the customs system.Taking the civil servant assessment of X customs as an example,this paper analyzes the current situation of the performance appraisal with the help of management theories such as the new public service theory,performance management theory and incentive theory,finds out the problems in the performance appraisal,and puts forward improvement suggestions and countermeasures according to the performance objectives ?The full text is divided into seven parts to discuss.The first part discusses the background,significance and methods of the research,and further combs the relevant research literature of the customs civil servant assessment management,and then makes a comprehensive elaboration on this basis.The second part is about the theoretical basis of civil servants.The third part of the customs grass-roots civil servants assessment management faced by the reality and exposed problems,a comprehensive interpretation of the situation of domestic customs civil servants,a specific analysis of the relevant assessment system.The fourth part takes the assessment management of grass-roots civil servants of X customs as a case study,analyzes the current assessmentmanagement system of X customs by means of questionnaire survey and on-the-spot investigation,finds out the main problems existing in customs assessment management,and deeply analyzes the reasons for its existence according to the problems.The main content of the fifth part is the experience and Enlightenment of the assessment system of foreign civil servants.It describes the assessment and management of civil servants in the United States,Japan and Britain,and summarizes the experience from the assessment management of foreign customs,so as to provide some enlightenment for the assessment and management of grass-roots civil servants in China.The sixth part of the main content is for the customs grass-roots civil servants assessment management related suggestions,aiming at the optimization of assessment indicators and processes,the establishment of assessment information system,the strengthening of the use of assessment results and other issues,put forward countermeasures and suggestions.The seventh part is the conclusion and prospect.This paper comprehensively sorts out the viewpoints,measures and methods proposed in this paper,puts forward the possible drawbacks and defects in the research process,and puts forward further prospects.
