Research On The Construction Of Government Purchase Of Primary School Extracurricular Physical Exercises Of The New Model Theory

In this paper,the author surveys 600 pupils who are from the urban and rural areas of Guangzhou,Changsha and Xiangtan about their physical exercise's likeability,recognition and value recognition and the desire of exercise,motivation and the behavior choice of elementary school their spare time,the school sports exercise time,large recess,the choice of behavior after school,the content of the school physical training during the period of school time and holidays and weekend exercise a day on average,as well as detailed on the investigation and research,on the analysis of present situation and understand the student extracurricular physical exercise influence factors on the basis of,again to the theory of "government purchasing public service" carefully study,discussion and analysis,and draw lessons from the theory in practical application experience in other fields,is how to apply the theory of government purchase in the process of primary school extracurricular physical exercise,put forward construct.Through the research the author finds out the conclusions as follow:First,the pupils love physical exercise and have a high desire of taking part in extracurricular physical exercise.But they also have a low level awareness of extracurricular physical exercise and recognition of the value.Some pupils finish their homework,discuss the problem that they have or read books in 10 minutes' break between classes instead of having a rest or taking part in extracurricular physical exercise.these situations are not reasonable choices and these do harm to the development of pupils' physical and psychological health.There are only 20.5% of the pupils who take part in extracurricular physical exercise more than one hour every day.The proportion is lower than the requirements of the file "7" made by Ministry of Education.The mainly contents of the exercise are school-wide broadcast exercise and running.Or students take broadcast gymnastics in summers and running in winters.the time of school extracurricular physical exercise is insufficient and the content is too simple.79.9% of the students are busy in finishing their homework,which restrains pupils from taking part in extracurricular physical exercise.In school days,weekends and holidays,half of the students take part in extracurricular physical exercise more than half an hour.The time for pupils taking part in extracurricular physical exercise is limited.Second,The influence factors of primary school students taking part in extracurricular physical exercise include:(1)Students are heavily burdened with studying;(2)Schools and parents look down on physical exercise;(3)the lack of technical guidance about extracurricular physical exercise.Third,the theories of government to buy student extracurricular physical exercise model are as follow:(1)theory of new public management;(2)The government economic theory;(3)Theory of the government buying.Forth,the implementation methods of government purchase elementary stude nt extracurricular physical training services are Contract and subsidy systemFifth,a complete process of purchasing student's extracurricular physical ex ercise service includes Project research,distribution,implementation and evaluat ion.Sixth,the operating principles of the government to buy student's extracurri cular physical exercise model are(1)The principle that match with the level o f economic development;(2)Public choice principle and(3)The clear principle of rights and responsibilities.
