It has been ten years since in 2004 the policies of the Universities with the Collaborative Support by Provincial Government and the Ministry of Education began to be implemented by the Ministry of Education in China.As an important support for the full implementation of the talent strategy and technology with education strategy,they are dictated by the history of institutional transformation of the central and local governments' management,and the objective requirements of optimizing the distribution of resources of regional higher education.Featured school has become the critical stage that universities can survive and can be the important source of sustainable development.The Universities with the Collaborative Support by Provincial Government and the Ministry of Education as a unique group of Higher Education,featured development is the inherent mission and future direction.The research reviews in detail the evolution of the initiation,implementation and adjustment of the provincial department and local policy,analyzes the local area layout,provinces and regions distribution,types of colleges and universities and the comprehensive strength of running schools of the current 52 colleges and universities built by both provinces and ministry,andfurther discusses itsdevelopment strategy,construction mechanism,andtheir construction achievements.On this basis,the research summaries and refines the local colleges and universitiesbuilt by both provinces and ministry in university culture,talent training,academic disciplines,scientific research,social service,management pattern characteristic in six aspects,and in-depth analyzes of its characteristics of typical cases and internal driving force to promote the internal and external integration mechanisms,then,the researchers pointed out that the features formed in Universities with the Collaborative Support by Provincial Government and the Ministry of Education in China exist the realities resistance including the strength imbalances of the comprehensive school,the difficulties of the introduction of high-level personnel,the limited of platform for the education,the missing of the characteristics of the cooperative education,and the lack of existing demonstration on the school features.Therefore,this paper believes that the implementation of the policy the features formed in Universities with the Collaborative Support by Provincial Government and the Ministry of Education in China as follows:Firstly,building the "gas station"-deepening the connotation of building,increasing the supporting of policy and improving the construction of platform mechanism;secondly,making the "roadmap"-clearing the development path,focusing on school history and cultural heritage,developing an area of comparative advantage,serving the local community development,building characteristics disciplines,innovating training model,and promoting collaborative of innovation and development;thirdly,wearing the" belts "-improving the security mechanism,strengthening the construction of modern university system,and ensuring the universities autonomy and decision-making's legalization,democratization and scientization.
