Currently,information technology(IT)is developing towards digitization,integration,intellectualization and networking,which has been profoundly changing people's working and life styles and taking a new lead in global industrial development.In the meanwhile,applications of information technology have been taken,no matter in developed or developing countries,as a national strategy as a whole.At the turn of the century,Ministry of Education of the People's Republic of China launched a key project on educational informatization to make a leap in educational development.And stimulating the modernization of education by encouraging applications of information technology is a significant strategic mission to achieve the scientific development of our nation's education,as emphasized by Liu Yandong,a State Councilor,in the 2012 National Teleconference on Educational Informatization.Thus it can be seen that educational informatization is a breakthrough for educational reform and as a result,only when effectiveness of educational informatization is brought into full play,can the modernization and the balanced,sustainable development of education be achieved.In addition,the traditional educational management can hardly cater the need of educational development while the information management of education,which uses information technology as a means and leads reforms in such aspects as educational philosophy,educational system and educational pattern,is an effective way to raise the teaching quality.Departments of education management in many areas of China have realized the importance of information management of education,but due to the limitation of educational philosophy,financial situation and quality of personnel,many areas have misunderstandings in the advancing process of educational informatization,which affects the final effect of information management of education.With the widespread use of"Big Data" and other new information technology,the content and mission of information management of education are changing.In order to cope with the changes,Ministry of Education,provincial and municipal governments have introduced policies to guide the educational management to the intelligence management.The current situation is proposing new opportunities and challenges for departments of education management and schools.So,how can information management of education serve the decision-making?In what ways can effectiveness of the information management of education be increased and maximized,and schools' management level raised?To help departments of education management at the primary level and primary and middle schools seize the opportunity and avoid blind spots,taking Zhongshan as an example,through a full investigation into the current conditions of the city's information management of education,this paper analyses existing problems and studies measures which could significantly increase the effectiveness of information management of education,aimed to assist departments of educational management and schools in achieving scientific management by means of information technology.Through questionnaires,field researches and interviews,I myself investigated departments of education management as well as middle and primary schools among towns of Zhongshan and made some researches into the current conditions and existing problems of the information management of education around the city.In order to attain true,accurate statistics and an in-depth understanding of the basic conditions,343 questionnaires were sent,2 towns and 12 middle and primary schools were investigated,and more than 30 interviews with administrators from the city's department of finance,department of the information management of education,department of training for information technology of schools for teachers' advanced studies as well as education bureaus of towns were conducted.In conclusion,this paper can be divided into 5 parts:I An introduction to the background,purpose,significance and main methods of this paperII A study on theories about the information management of education,illustrating some related concepts and the relationship between the information management of education and the informatization of education management?
