| Xian An District is home to the city government of Xian Ning.During the stage of the unbalanced development of compulsory education in the last century.the urban schools developed rapidly,especially those "key schools" and "experimental primary and secondary schools" developed far beyond other schools.Thus,unbalanced education development was very obvious,leading to serious school choices.In 2010,Xian An District began to change the old management system,performed "regarding my county as principle" management system.At the same time.a group of schools which belonged to government management were switched to Xian An District and they gradually regarded the balanced development of compulsory education issues as an important task.Xian An District covers a wide range of areas,including both remote rural schools and the city schools next to the city center,which is a representative case if we regard it as the balanced development of compulsory education.In addition,as Xian An District is located in the center of politics,economy and culture in Xian Ning and its education development process has a certain particularity,the inadequate experience in promoting balanced education in Xian An District is worthy of study.The first chapter of this study highlights the purpose,significance and research methods and demonstrates the research situation and research genres of basic education balance development of scholars from China and abroad with emphasis on the forms of classification and summary.The second chapter focuses on the interpretation and definition of core concepts,which regards equal education,scientific development concept and the sustainable development of education research as the theoretical basis in my research.The third chapter The third chapter mainly discusses problems and unbalanced phenomenon in the process of the education development of Xian An District based on a lot of statistics,comparative analysis on various aspects related to the balanced development of compulsory education schools,including the size,school hardware facilities.investment in education funds,teaching configuration.This chapter also analyzes the causes of the problems from the policy,economy and school management in depth.According to the previous research results and the economic and cultural status of Xian An,the fourth chapter puts forward some countermeasures and recommendations to promote the education balanced development.which include strengthening the government co-ordination functions,emphasizing evaluation and guide mechanism on management and improving the connotation and the hardware upgrade of education institutions. |
