Study On Employment Effect Of Modern Service Industry In Heilongjiang Province

Employment is the country's biggest livelihood project,on the one hand,it is related to the life of thousands of families,on the other hand,it is related to economic and social development.In 2018,Political Bureau Meeting of CPC Central Committeeput forward the concept of "Liu Wen" for many times,maintaining the stability of employment is the top priority of the " Liu Wen ",the central government will implement the policy of giving priority to employment once again at the macro policy level,which fully shows that the country attaches great importance to employment.In 2020,Political Bureau Meeting of CPC Central Committeeput forward a new task of the concept of "Liu Bao",ensuring that residents' employment is at the top of the " Liu Bao ",and implementing the policy of giving priority to employment."Stable employment leads to people living in peace and contentment,and people living in peace and contentment leads to stable employment." Maintaining the stability of employment makes economic and social development more stable and long-term.In recent years,China's economic growth has gradually slowed down,and the number of new jobs has declined,the economic growth force has shifted from the factor and investment's driven to the innovation's driven,which has intensified the competition in the job market.With the development of economic globalization and the level of science and technology,most countries regard the modern service industry,which has the characteristics of intelligence elements,high intensity,low resource consumption and environmental pollution,and high added value,as the main direction of economic development,meanwhile,the modern service industry also plays a positive role in adjusting the industrial structure and promoting employment.In the Proposal of the CPC Central Committee on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and the Long-Term Goals for the year 2035,it is mentioned that we should accelerate the construction of a modern industrial system and improve the development level of the service industry.At present,the registered institutions of modern service industry in Heilongjiang Province exceed more than 50% of the whole province's registered institutions.In 2019,the GDP of the service sector accounted for as much as 50% of Heilongjiang's GDP,it is becoming an important force driving the regional GDP and absorbing the largest number of jobs.Modern service industry has developed into a new engine of economic growth,but it also become an important criterion to weigh the degree of social development and modernization.This paper takes the modern service industry in Heilongjiang Province as the research object,it discusses the concept and theory of modern service industry on the basis of literature review,and analyzes the employment mechanism of modern service industry.Based on the analysis of the development status and employment situation of modern service industry in Heilongjiang Province,this paper calculates the employment elasticity and structural deviation degree,and then calculates the employment effect of modern service industry in Heilongjiang Province,and finally puts forward some countermeasures and suggestions to promote the development of modern service industry in Heilongjiang Province and enhance the employment effect.
