As China's cause of reform deepening and the rapid development of economy and society,and many social problems also will increase.The party's 16 th national congress put forward the concept of social management,and gradually formed a "establish and improve the party committee leadership,government responsibility,nongovernmental support and public participation in the social management mode.The third plenary session of the 18 proposed to push on the modernization of the national management system and management ability,development of "social management "to" social management" has become the important factors that affect China's modernization construction.As the service society,promote social governance ability indispensable power,social work in recent years by the attention of people at the same time gradually grow,jointly with other relevant government departments and society has formed social governancetogether.Youth affairs social work is justice is an important part in the field of justice social work,also known as juvenile justice social work.At the same time of social transformation and economic development,value idea,the change of social environment,cultural life had a huge impact on youth groups,is also for this reason,juvenile justice social work as is the key of the juvenile socialwork.Based on the above background,raise the question of this article are to study,namely in the current collaborative governance environment,quality and ability of youth affairs social workers need to how to adapt the juvenile justice social work,to better serve the youth groups,to better serve the society governance.ZZ community service in Shanghai,with the help of this paper,using the interview method to interview seven youth affairs social workers,from the government and social organizations and youth affairs collaborative content of social workers,on three levels: role position,trouble.Based on the interview obtain first-hand material,using the method of literature research,explores under the background of collaborative governance how to improve the problem of youth affairs social workercompetence.This article obtains from the basic concepts and related theoretical basis,closely around the collaborative governance,juvenile justice social work,competence,such as the concept and theory research,through summarizing literatures,actively learn from the research results of the theory of related concepts.On this basis,summarizes through interviews to obtain firsthand material,including micro,meso and macro levels of youth affairs social workers in collaborative governance environment,working content,its role and status,to extract valuable information competence elements,lay a foundation for targeted to improve the competence.Finally to build competency model as foothold,youth affairs social workers from the line of youth affairs social worker training,cohesion dual-track performance appraisal,training synergy has put forward the different aspects,such as different angles increase youth affairs social worker competence andadvice.
