Research On The Path Of Social Workers Involved In The Governance Of Urban Residential Quarters

With the rapid development of urbanization process, several conflicts are emerging in city residence communities. For example, the poor quality of residential housing, the incompletion of ancillary service facilities, the inferior service of property management enterprises, the negligent manner of resident associations,the phenomenon of residents assert their rights excessively,the muddle over the relationship between the subjects of community multi management, the lack of trust among neighbors, etc.Residence community governance is the microscopic form of community governance and society governance. Based on the review of relevant literature about the city residence community governance from home and abroad, this thesis conducts the research in a professional perspective of social work. The present research is conducted in Pukou District, Nanjing. In addition, the empirical research recruits M residence community in Q-area as the research participant.Under the instruction of Community Governance Theory and Polycentric Governance Theory,this research collects successful cases of community governance from home, and conducts field investigation in partial top residence communities, such as Chunjiang Huayuan Community in Wuxi and Fengjing Building Community in Guangzhou. Additionally, this research analyzes and concludes the successful community governance models as well. Through analysis, this thesis finds the current governance problems exists in M Community. Moreover, solutions and suggestions on solving the problems are provided in this thesis after analyze the reasons.This thesis states that the governance solutions to social workers' intervention in city residency community are multi-angle and multi-layered. In the premise of the cooperation between multiple subjects,the solutions should be divided into various stages. The first stage of social workers' intervention focuses on clearing the main responsibility and sorting the subject relations. The second stage emphasizes establishing the consultation system and improving residency community governance system. The third stage stresses fostering owners' awareness of autonomy and promoting community self-organization development. What' more,in the process of social workers' intervention in community governance, the former working stage is the basis of the latter one. The latter stage still have to continuously improve the previous works after involved in the intervention governance, in order to consolidate the effects of governance in previous stages.
