The balanced development of education is an important link in the reform and rapid development of education,and its quality determines whether a person can have a sound mind and a good quality.Teachers' resources are an important factor influencing the fairness of education.It is the guarantee of the balanced development of education for the construction of a good teacher team,the reasonable flow of teachers,the sharing of high-quality teachers resources,and the optimization of the structure of the teaching staff.Not all teachers flow promotes the development of education,but if teachers flow present disordered state,will further aggravate imbalance between regions,the school teacher resources,make the compulsory education development gap is bigger.Yunnan honghe hani and yi autonomous prefecture is located in the southwest frontier in China,the author choose the honghe hani and yi autonomous prefecture of A county as the research sample,A county,which borders Vietnam,there are 10 indigenous minorities,belongs to the typical border ethnic minority areas.Due to the factors such as history and location characteristics,education teachers are not reasonable in the minority areas along the border,and the development of education is not balanced,leading to the slow development of the national education.Survey border ethnic minority areas,therefore,the flow status,analysis of problems existing in the flow of teachers,in order to according to the actual,suggests some policies to promote effectively the teachers flow border area,for honghe and compulsory education teacher flow in yunnan province policy formulation,implementation,evaluation and so on provides the basis and the reference.This thesis mainly adopts the method of questionnaire investigation,interview investigation about the present situation of A county teachers flow,from the distribution of urban and rural teachers,teachers understanding of the flow system,the flow will flow,teacher motivation,flowing the major groups of teachers,teachers' current flow across regions of the six aspects analysis A county teachers' current flow;Through the analysis of the status data,combined with interviews to collect problems,from the aspects of system construction,the school management,teachers' personal,social four aspects points A county main problems and reasons existing in the teacher flow;According to the existing problems from the aspects of system,management puts forward some countermeasures and Suggestions about teachers' effective flow,make the border ethnic minority areas of teacher flow to form a virtuous cycle,so as to promote healthy and rapid development of education cause in national regions.
