Since the emergence of competency,competency theory has become a hot topic of scholars.With the improvement of competency theory research,the value of competency in human resources management has been paid more and more attention.The role of evaluation system that based on the theory of competency theory in modern human resources management is constantly highlighted.These evaluation systems promote the recruitment of enterprises,training,performance,pay and other aspects of the development,which enhance the competitiveness of enterprises Colleges and universities are important bases for cultivating outstanding talents of society,especially academic research talents.Academic postgraduate as a reserve for scientific research personnel.Those training quality influence the competitiveness of scientific research in China.The cultivation of scientific research personnel needs excellent instructor team.It is necessary to have an evaluation system that meets the characteristics of the instructor's own work.However,there are many problems with the academic master evaluation system,including the contents of the evaluation,the purpose of the evaluation and so on.These evaluation systems lack the strong guidance to the tutor's career development and the university teacher management.Academic master management requires a reasonable,scientific competency evaluation system.Competency theory provides a new perspective for the evaluation of tutors.Based on this,this article takes the competency as the breakthrough point,and explores the related content of the academic master's ability.Firstly,it introduces the meaning of the evaluation of the academic competence and the theoretical basis for the construction of this evaluation method,including academic graduate student,academic director,academic competency evaluation,scientific evaluation theory,competency theory,educational evaluation theory.Secondly,it introduces the three stages of conformity assessment,merit evaluation and strengthening merit evaluation of the academic competency evaluation.On the basis of literature and investigation,this paper discusses the existing problems of academic competency evaluation.This further explains the inevitability of introducing competency into academic support.Then,through the introduction of the evaluation of supervisors in colleges and universities in the United States,Japan and the United Kingdom.The author gives a revelation to the evaluation of the evaluation of the academic ability of our country,including the evaluation of the instructor,the comprehensiveness of the evaluation.Thirdly,this paper constructs the dimension index of academic ability of university.And the theoretical basis,practical basis and classification standard of competency dimension are expounded in detail.Then,this paper uses Delphi method to revise the evaluation index of academic support,and uses the analytic hierarchy process to design the weight of the index.Finally,the four main subjects of academic competence evaluation are instructors,colleagues,students and managers and then use Delphi method to design the weight of the four evaluation bodies.At the same time,the fuzzy comprehensive evaluation method is used to evaluate the evaluation of the subject.Put forward the corresponding measures taken by different evaluation results,so as to avoid the evaluation of academic ability.
