The "national training plan",called "national training program for primary and middle school teachers",is fully implemented by the Ministry of education and the Ministry of Finance in 2010.It is an important measure to improve the overall quality of primary and secondary school teachers,especially the rural teachers.It provides a strong support for the "central and Western Rural backbone teachers training project" and the professional development of primary and secondary school teachers..In the past eight years,the research on how to improve the effectiveness of "national culture plan" has always been the focus and difficulty of both educational theory and educational practice.Studying it is the need of theory construction and the requirement of practice development.On the basis of policy,reality and theory,this paper takes the short term centralized training project of new recruiting teachers(non normal majors)in 2017 as an example in the H University of Hubei Province,and combines questionnaires,interviews,tracking investigation and other investigation methods to find out the problems in the training of "National culture planning".In this paper,the research on the effectiveness of teacher training in national culture teachers is carried out,and some suggestions and countermeasures are put forward to improve the effectiveness of the training project of primary and secondary school teachers.This paper has five parts: the first chapter is introduction,which introduces the origin of the research,the significance and purpose of the research,the literature review and the research design.The second chapter is the theoretical analysis of the implementation of the "national culture plan",and the theoretical basis,the project implementation target and the implementation process,and the third chapter is the analysis of the implementation of the "national culture plan".This paper analyzes the problems in five fields,namely,curriculum development,resource construction,training mode,service and management and performance evaluation.The fourth chapter is the analysis of the Countermeasures for the implementation of "national culture plan".Based on the five aspects of the problems in the implementation of the "national culture plan" in thethird chapter,the corresponding countermeasures are put forward.Analysis and discussion;the fifth chapter is reflection and prospect.
