At present,the development of educational think tank in China's universities is in the starting stage,which means that there are still many problems in construction of educational think tank in universities due to lack of relevant experience,such as function orientation and research field of think tank in university education,talents' recruitment and mobility,guarantee of fiscal source,and relationship with other types think tank as well as research institution,etc.For this reason,to research educational think tank in international universities and provide reference for the development of educational think tank in China's universities are of great significance to the progress of think tank in China's universities,particularly the progress of educational think tank.Established under the support of US Education Research & Improvement Office in 1985,The Consortium for Policy Research in Education(CPRE for short)is the first educational think tank that specially engages in researching educational policies,and it has extensive influence in American educational field.Over the years,this think tank has been devoting to researching the hot issues in educational development so as to provide policy suggestions for government ' s decision making in education.Meanwhile,by means of sharing research achievements and research data,it has generated far-reaching influence on American educational development.Based on analyzing the development of CPRE,its major characteristics are summarized from dimensions of historical evolution,organizational structure,personnel constitution,operational mode and research contents,etc.In terms of team construction,CPRE focuses on multiple parties' cooperation and researches team diversification;for the research objects,it centers on the core and hot issues in American education with involving in those in other countries and regions;with respect to research method,it stresses on empirical research and tracking study;regarding to the achievement utilization,it adopts multiple approaches for research consultation and transmission.The construction of university educational than tank with Chinese characteristics shall also focus on diversification of team construction;for the research objects,it is necessary to center on the core and hot issues during educational development,and have a whole world view based on China;with respect to research method,it is necessary to stresses on empirical research and continuous tracking study;regardingto the achievement utilization,it is necessary to adopt multiple approaches to transmit research achievements.Furthermore,it is required to strengthen cooperation with educational administrative organizations and educational institutions so as to provide powerful support for educational decision making.
