With the full popularization of education in the nine-year obligation,the problem of equalization of obligation education has become a hot topic.Compulsory education development in Jiangxi province in recent years,a series of achievements,especially the "twelfth five-year" period,the number of compulsory education students in Jiangxi province,5.987 million people,the consolidation rate of compulsory education was 93%,and the compulsory education popularization,significantly improve the quality education to effectively promote,education fair resolutely.However,due to the lagging economic and social development in Jiangxi,regional development and uneven development of urban and rural areas,there is still a low level of compulsory education equalization,and non-equalization is widespread.It is mainly reflected in: the overall level of the development of education in Jiangxi province is still different from the national average level.Due to the difference of economic development level and the unequal distribution of population in education stage,there is a certain gap between regions in the provinces and regions(11 cities).The urban-rural gap between urban and rural areas is due to the complexity and diversity of the differences between urban and rural areas due to the preferential allocation of education resources and urbanization.At the same time,in the current "new urbanization" advancing and fertility policy adjustment,whether from the perspective of promoting equal basic public services,or from the runoff to build a well-off society in an all-round way,to ensure equal access to compulsory education in Jiangxi province related research more practical,urgency of the problem.It is generally adopted by most scholars in this field to evaluate and measure the obligation of education equalization by establishing the obligation education equalization index system.At the same time,the research conclusion also proves that this method is scientific and feasible.Therefore,through the establishment of compulsory education in Jiangxi province equalization index evaluation system,from the compulsory education fair chance and fair process,the result fair three dimensions to examine equal compulsory education level in Jiangxi province.Results the main reference indexes were the proportion of people with education years,the proportion of illiterates and the graduation rate of junior middle school.In the index system,will be the main reference index as a three-level index,fair chance and fair process,the fair is regarded as secondary indexes,finally comprehensive secondary indexes for the final equal compulsory education evaluation index.When concrete application,according to the existing index data first overall in Jiangxi province,regional,urban and rural compulsory education development level of general analysis,to a preliminary measure of equalization levels,then use the law of entropy value method,methods of construction of urban and rural education fair index for equal compulsory education level in Jiangxi province makes the concrete measure and overall measure.Through the general analysis,it is found that in Jiangxi province,the overall situation of the equal opportunity of education is generally guaranteed,and the results of education consolidation are significant.The process fairness is continuously improved,but there is a gap with the national level;The results were fair and effective,but the stability was insufficient.In Jiangxi province,the current situation of the equal distribution of education equalization in Jiangxi province: there are unequal opportunities in the region,and the annual variation trend is inconsistent.The regional process is fairly wide,and the economy and population are the important factors.The regional result is fair,and the concentration effect is obvious in provincial capitals.In Jiangxi province,compulsory education equalization of urban and rural areas: the gap between urban and rural areas is narrowing constantly,the gap is narrowing,and some indicators are backward.Through empirical analysis,it is found that the total development of compulsory education in Jiangxi province lags behind the national average,and the annual equalization level is low.There is the obligation of education and the non-equalization of the faculty.There is an imbalance between urban and rural compulsory education,and the problem of non-equalization presents complexity.Therefore,by building the compulsory education development planning,perfect the equal compulsory education financial security mechanism,establish compulsory education resources allocation and flow mechanism,strengthen the equal compulsory education assessment and accountability mechanism to promote the development of compulsory education in Jiangxi province,constantly improve the level of equal between regions,between urban and rural areas,narrow the gap with the national level,eventually to achieve " makes the province strong by talent" and " make Jiangxi powerful and strong,enrich the people" to lay a solid foundation.
