In March2006,“Gradually promote the equalization of basic public services”was first proposed in 《The National Economic And Social Development Five-YearPlan of People’s Republic of China》; In June2006,《the Compulsory EducationLaw of People’s Republic of China》 first proposed the belief of “promote thebalanced development of compulsory education” in a form of law. From then on, theequalization of compulsory education gradually becomes the focus of the governmentand academia. Education is the basis of a national,“Rejuvenating the country throughscience and education” has always been a basic state policy of China. The existence ofunequal compulsory education not only contrary to the equity, but also affects theefficiency, ultimately it will hinder the sustainable development of economic andstability and harmony of social. However, the inequality of compulsory education is anational problem that Hunan is no exception, so it is necessary to research theequalization of Hunan compulsory education.At the beginning of this paper, the background、significance、domestic andforeign research status、the theoretical basis about the Equalization of CompulsoryEducation was described. Then the paper analyzed the inequality of compulsoryeducation between different regions of Hunan, founding that the degree ofequalization between different regions in Hunan and the overall educational level ofHunan should be improved. The cause of the unequal development of Hunancompulsory education is diverse and complex, including different level of regionaleconomic development, compulsory education fiscal decentralization、compulsoryeducation policy、compulsory education law were not based on promoting theequalization of compulsory education,and the lack of effective supervision in useingof compulsory education funds. By drawing on the experience home and abroad,article proposes policy recommendations at last to promote the equalization of Hunancompulsory education,they can be list as follows: improve the education financesystem, strengthen the financial responsibility for compulsory education,establish areasonable education finance sharing mechanism; balance allocation of teacherresources, establish two-way communication system about teachers,give better policyto rural teachers; transform weak schools, implement standardization of school policy;improve the enrollment system to promote the equalization of school students’ quality; improve the legal system of compulsory education to ensure the legal basis ofcompulsory education equalization;establish compulsory education supervising andinspecting system to ensure the implementation of compulsory education policy.
