Basic public education service is an important part of basic public service. Although the Chinese government increases investment in education, and promote the equal education, but at present domestic economic conditions, the education inequality problems still exist in our country, especially the problem of equal basic public education services has become a hot issue of our country’s economic and social development. So study the provinces of the country’s basic public education services equalization has very important practical significance.Because at present there is no a clear and complete definition of the basic public education service,according to the "12th Five Year" plan and the former scholar’s research, combining the situation of China at the present stage, how to use the theory of education and economic, Rawls’s justice theory and socialist theory of fairness and justice, the author thinks that the basic public education service is a public education service involves the minimum range and core part, is the part which should be given priority protection, could be divided into pre-school education basic public education service, Nine-year compulsory education (including vocational education of junior high school) and high school education.In this article the author use the definition of the equalization of public service to explain the equalization of basic public education service, they think equal basic public education services has three levels, equality of opportunity, equality of process and result will be equal, equal basic public services is defined as the social public in access to basic public education services under the promise of equal opportunity, enjoy the government or the state to provide equal basic public education resources, achieve the result of the basic public education service fairness. Index system of the reference to the OECD, and combining with China’s national conditions, according to the principle of selecting indicators and indicators of availability, determine the index system of equal basic public education services in China.Based on the statistical data published by ministry of education, from 2009 to 2012 in 31 regions in our country level 3 indexes of quantitative analysis, to reflect our country present stage of the degree of equalization of basic public education services, which adopt entropy method to determine the weighting matrix of three-level indicators, using Matlab programming, through the weighted linear and method to determine the secondary indexes, eventually get one class index equal basic public education services. According to the equal basic public education services in China in 2009-2012 degree of comprehensive evaluation results indicate that Beijing’s equal basic public education services have been as the highest nominal index, and the continuous rise, followed by Shanghai, Tianjin, Zhejiang, Jiangsu area, shows that the more the economy developed area the higher the degree of equal basic public education services. The rest of the provinces, the central and western provinces of equalization index is slightly higher than the northeast, in the name of Gansu region of equal basic public education relative to the minimum nominal index, the basic public education service in regional inequality. Overall, the level of basic public education service in most regions of our country is lower, cause smaller Theil index of equal basic public education services, thus concludes that our country equal basic public education services level relatively balanced.
