The compulsory education is the foundation project of improving the citizen's qualities and implementing the strategy of developing the country through science and education, the compulsory education is also the foundation of building a harmonious society. The balanced development of compulsory education is an entirely new idea and concept of educational sustainable development. Promote the balanced development of compulsory education is not only the foundation of fair society, but also a way to achieve the equalization of basic public services,especially is the inevitable demand to build a well-off and harmonious society.The first part of this paper defines some conceptions, gives an analysis on the feasibility and significance of promoting the balanced development of compulsory education at present. Then, the paper introduces the experiences at home and abroad, shows the situation and questions in Zhejiang province. The paper focuses on building a assessment system for equalization of compulsory education. According to this, the author make a empirical analysis of Deqing's status with literature,data collection and questionnaire survey. Eventually, some correlative suggestions have been put forward.The main derection of this paper is the equalization of compulsory education between urban and rural in an area. The emphasis of this paper is to build a assessment system to evaluate the level of the equalization and make a empirical analysis of Deqing's status. Combine the index wtih questionnaire survey , that is, integrate the provision compulsory education from the government with public satisfaction to analyze the level of Deqing's equalization in compulsory education is the innovation in this paper.
