Technological progress is the driving force of economic and social development.In recent years,the rapid development of artificial intelligence technology has triggered panic about "machines replace manpower".Employment is the foundation of people's livelihood.The setting of employment policy should adapt to the trend of technological progress,but at present,the research of the domestic and foreign are relatively rare and scattered.So,analyzing the adaptation of employment policy systematically and deeply under the background of technological progress has extremely important theoretical and practical significance.This paper defined the employment policy,technological progress and other related concepts and guided by Adam Smith's laissez-faire thought,Keynesian employment theory,Human capital employment theory,New classical comprehensive school employment theory,Policy science and system theory.Then the paper used the literature data and based on the analysis of the social impact of technological progress,to analysis and compare the core and peripheral employment policies that adapt to the technical progress in the industrial revolution from 1.0 to 3.0.Thirdly,Analysis shows that: Although there are differences in technological progress,both of them are impacting the traditional industries and promoting the emerging industries,bringing the total amount or structure of employment,and further widening the gap between the rich and the poor.The employment policy in industrial revolution has experienced the stage of which from market regulation,state intervention to structural unemployment.Although the policy has his specific point,there are some commonalities.Firstly,governments through the lowest income protection to reduce the social gap between rich and poor,the unemployment insurance system has experienced a negative,passive relief,active protection,activate the phase change of security.Secondly,governments through related industrial policies to promote industrial structure upgrading and employment structure optimization.Thirdly,governments through education and technical immigration related policies to alleviate the domestic structural unemployment problem.Based on the research of industry 1.0-3.0,the author finds that the new technology of artificial intelligence can promote the development of emerging industries while bringing the impact of multiple industries.Artificial intelligencetechnology will create employment opportunities,and the upgrading of labor quality structure will bring about structural unemployment,and labor differentiation will lead to the imbalance of income gap.In this paper,we study the adaptation of employment policy in industrial revolution 1.0-3.0,And from improving the social security support system,promoting the industrial diversification development,leading the intelligent development of the industry,reconstructing the professional education system,and adjusting the human capital five aspects to put forward the policy suggestions under the progress of artificial intelligence technology,to some extent,it can provide ideas and reference for the government to carry out the supply-side reform of labor force in the background of industrial revolution 4.0.
