Research On The Means Of Population Scale Regulation And It's Optimization Of Beijing Under The Perspective Of Good Governance

Since the reform and opening up,the scale of the capital city has expanded rapidly,and the urban area and population scale continue to grow rapidly.Since 80 s,the Beijing municipal government has constantly explored the population scale control scheme,trying to adjust the population structure and alleviate the population pressure,but the actual effect is not good,and the red line of population scale control has been repeatedly broken through.In order to speed up the orderly and healthy development and transformation of capital cities and urban disease control,the Beijing urban master plan(2016-2035)was officially released in June 2017.The plan proposes to accelerate the adjustment of the layout of the urban space,and vigorously promote the non capital functions and the related industries,the population dissolving and governance,so as to achieve the promotion and optimization of the capital's core functions.Further improvement of population is one of the priorities of government's work.Beijing's internal industry and population structure are extremely complex.There are many difficulties and problems in the actual population scale regulation process.The rational use of population scale control means the effectiveness and success or failure of governance.According to the current situation,there are problems such as overuse of administrative means,lack of economic and legal means,and imbalance of the main body of regulation and control,which leads to the poor effect of regulation and the contradiction of public opinion.According to the theory of new public management and the theory of good governance,the author believes that the public problem dealing with the population size regulation should adhere to the pluralistic governance subject and give the main position of the market and the society equal.From the perspective of good governance,this paper investigates the corresponding factors on the indicators of regulation,such as fairness,justice,rule of law,responsibility,transparency,social participation,government response and so on,and analyzes the outstanding problems of the existing population scale control means in Beijing with the method of population scale regulation and control in Beijing.Improve the direction,and provide reference for the improvement of related means.
