In recent years, the increasing enrollment expansion of colleges and universities results in a large number of students unemployed. And the structural contradiction of graduate employment is very prominent. Meanwhile, influenced by long-term dual structure of urban and rural areas, China's urban-rural gap is very obvious and the basic public services of the two areas are not equal. Although the country has adopted a series of measures to guide university graduates to go work at the rural grassroots public services field, the results are not very significant.This paper comprehensively uses methods of literature analysis, theoretical analysis, comparative study, field research analysis and other research methods. Through the analysis of supply and demand balance on the labor market theory, labor market segmentation theory, Todaro's migration system analysis as well as generalizing and summarizing the advanced experience of domestic and foreign countries and regions, this paper provides an theoretical support and experience guidance for the research of graduate employment in rural grass-roots public services of Dalian. On this basis, I refer to a large number of relevant documents and yearbooks and have a collation and analysis of the grass-roots public service employment status of all the counties and districts in Dalian. Through horizontal comparison, the research has found out the existing problem in this area which includes large quantity gaps, low quality, and outstanding short-term employment-oriented issues. Then we clarified the employment potential of rural basic public services in Dalian.With the reference to domestic and foreign research results and combined with expert interviews, we designed the questionnaire on the students'cognition and participation for the national grassroots employment policies, and then launched a massive investigation among the sophomore, junior and senior students of Dalian University of Technology. According to the data obtained in the questionnaire and combined with the referenced information, we analyze the factors which influence the public services employment of graduate students in Dalian from three levels, that is, students themselves, colleges and government. To be specific, there are limitations of college students'qualities and their concept of employment; the personnel training system of the colleges are not sound and its arrangement has some deficiency; the relevant management systems of grass-roots government needs to be further improved. And then we targeted put forward a series of strategies to perfect basic public services employment policy. These strategies includes that college students must strive to improve their own quality and change their concept of employment; colleges and universities should accelerate the implementation of education reform; government should do further improvements of the relative basic management system. All of these can guide the students to go work at the rural grassroots public services.
