Research On The Quality Improvement In Family Planning Services Of Grass-roots Governments

During the development course of China's population in recent years,there has been a very significant change between its internal impetus and the external environment.The trend of population growth gradually slows down and the number of working population begins to decline.The ageing of the population has become increasingly apparent;meanwhile,the concept of fertility among residents is also very different from previous years.Gradually,people start to advocate the concept of "fewer and better birth".The family size is shrinking continuously,and the pension problem of the elderly has become one of the most important problems in the current society;the demographic dividend advantage is being weakened gradually,and the labor force advantage is losing gradually.In October 2015,the fifth plenary session of the 18 th CPC central committee decided to fully release the second child policy and formally implement it on January 1,2016.The implementation of the two-child policy has brought many challenges,ordeals,and opportunities to family planning services of grass-roots governments.Before 2013,China's family planning policy didn't change significantly.However,in the following several years,China reformed its family planning policy.Correspondingly,it spawned many welfare policies relevant to the family planning policy.With the implementation of the comprehensive two-child policy in China,how to do well in family planning services of grass-roots governments has become the key work currently.This thesis starts with the current work situation and the existing main problems of family planning services of grass-roots government in J district of Lianyungang City,and adopts many methods to conduct the research,including the literature research method,the case analysis method,and the interview method.By means of consulting relevant data of the governments in two level(the district office and the sub-district office)within three years as well as the interview records of the relevant sub-leaders,the working head,and the business staff of the governments in two levels(the district office and the sub-district office),it expounds the current situation of family planning services of the grass-roots government in J District of Lianyungang City from many aspects,including the main service objects,the teams of the service work,the responsibilities of main positions,the basic service contents,and the funding sources.Through one-on-one interviews with relevant sub-leaders and working leaders of the government in two levels(the district office and the sub-district office),it summarizes the main problems and their causes during daily work of family planning services of grass-roots governments in J district of Lianyungang City.The main problems include the five aspects as follow: firstly,the calculating of floating population in the service objects is very difficult;secondly,the personnel are insufficient,and the teams are not stable;thirdly,the positioning of responsibilities is unclear;fourthly,the service contents cannot match with the demands;fifthly,the service assurance is inadequate.The main causes include the following five aspects: firstly,the grass-roots governments do not attach great importance to family planning services;secondly,the communication for the service work between the relevant departments are not smooth;thirdly,the quality of the family planning services team is uneven;fourthly,the masses have poor understanding of family planning services;fifthly,the grass-roots governments invest insufficient funds on it.On the basis of the research on the current situation and the main problems of the family planning services of grass-roots governments in J District of Lianyungang City,this thesis summarizes the suggestions for improving the quality of the family planning services of grass-roots governments.The first one is to strengthen the awareness of governments' responsibility by implementing the target management responsibility system and establishing the main leadership accountability mechanism;The second one is to increase the financial input of the grass-roots governments in family planning services;the third one is to strengthen the team building of family planning services of grass-roots governments by perfecting personnel allocation,establishing training system,strengthening service consciousness,and improving ability;the fourth one is to increase the strength of the publicity and education services,such as publicizing the comprehensive two-child policy thoroughly,popularizing the knowledge about pregnancy and childcare,etc;the fifth one is to promote the precision of grass-roots government in family planning services.Under the new circumstance,it will be a heavy task with a long way to go for the family planning services of grass-roots governments.This thesis aims to analyze the existing problems and main reasons in family planning services of grass-roots governments in J District of Lianyungang City through research on its present situation,and summarizes the suggestions for improving the quality of family planning services of grass-roots governments in the hope that these suggestions will be helpful for grass-roots governments to improve the quality of family planning services.
