Research On The Status And Policy Support Of Urban Expenditure Poor Families

Poverty is a serious social problem.In the poor group,in addition to the income type poverty group,there is a new type of poverty-"expenditure type" poor group,and the expenditure type poverty is relative to the income-based poverty.The expenditure poverty is the result of the assistance level and the needs of the people.It also reflects the deepening of the social understanding of poverty.The expenditure type poverty was first proposed by Shanghai.With the continuous improvement of the social assistance system,the government and all walks of life began to pay attention to the groups and the difficulties they faced,and the relevant policies have been introduced and put into practice.Using the qualitative research method,this paper uses the disbursing poor families in Jinan and the relevant staff responsible for the rescue as the interviewees to describe the status of the urban disburse poor families and the rescue situation.It is found that the income level of the expenditure poor families in Jinan is at a relatively low level,and the property status is relatively weak.The causes of poverty in general,three cases: illness due to children's education,because of a sudden accident.In the psychological state,different expenditure type poor families show different emotions,positive optimism,depression and anxiety,and chronic diseases,but with the increase of the illness time,gradually adapt to the plight of the emergence of the psychological situation has changed from negative to positive.In social communication,family external relatives belong to the social capital owned by the disburse type poor family,and the relatives and friends support the economic and psychological support.In the family member relations,most families are confronted with the difficulties,and they are more united to deal with the problem,but some families also cause the family internal pressure.The increase of contradictions.In the interaction with the community,there is an increasing frequency of interaction.The relief policy of Jinan for the disbursing poor families is based on the temporary rescue policy.The form of rescue is mainly divided into two kinds: the government and the private sector.Although Jinan has made corresponding assistance to the disbursing poor families,it has played a mitigate role in general.Compared to the income type poverty relief,the expenditure type poverty involves two standards of income and expenditure,whichincreases the complexity of the rescue.Therefore,there is a vague relief condition;the income limit is not clear;the amount of the salvage is insufficient,the degree of relief is low,and the lack of psychological counseling service should be paid attention to.Therefore,this paper proposes to draw on the expenditure based poverty relief policies of Shanghai and Hangzhou,formulate specific assistance policies,clarify the positioning,object and standard of rescue,improve the medical insurance system,strengthen the connection between the expenditure type poverty relief and the medical insurance system,carry out the family risk education,and raise the family risk consciousness;In order to improve the social assistance system of the expenditure poor families in Jinan,the community should carry out professional service suggestions.
