The fundamental reason for the economic competition between countries is the competition of talents.With the progress of science and technology and the development of economy,speeding up the introduction of high-level talents has become a key strategy in the current strategy of building a powerful country with talents.In the new situation of central support "The Belt and Road"construction,Changji City actively promotes the introduction of high level talents,which is issued a series of policies to attract high-level talent.The construction of the agglomeration of high level talents will speed up the Changji city for the economic and social development.Starting from the basic theory of administrative management and the systematic analysis method,the study makes a systematic study on the high-level personnel policy implemented in Changji by using the comprehensive methods of positive analysis,comparative analysis and literature research.It aims to explore the problem of how to improve the high-level talents policy of Changji.From the perspective of policy learning,we set up a learning model of Changji level talent policy,and further enhance the introduction effect of high-level talents in Changji.The specific research contents are as follows:Firstly,it introduces the research background and significance,and combs the relevant theories at home and abroad.It expounds the theoretical framework of the research mainly from the aspects of incentive theory and demand theory.Secondly,taking the city of Changji as the research object,this paper makes an empirical study on the analysis and evaluation of the current talent policy of the city,focusing on the discussion.In order to understand the defects and causes of talent policy in this city,the awareness,enjoyment,satisfaction and demand of talents for policy are pointed out.Finally,it puts forward the objectives,principles and improvement strategies of the program design,and puts forward the countermeasures to perfect the introduction mechanism of high-level talents in Changji.The results of this study not only provide the development ideas for the improvement of Changji's high level talent introduction policy in the future,but also provide some reference for other local governments' similar development problems.
