| Nowadays,China’ s social economy and culture are booming,the comprehensive national strength has been improved gradually.After the material prosperity has been met,Chinese people gradually turn their attention to sports and physical condition,and the mass’ s demand for public sports services is getting higher and higher.At present,China’ s main contradiction is also reflected in public sports services,that is,the contradiction between unbalanced and insufficient public sports services and people’ s needs for public sports.As a major national strategic development region across the Eastern,Central and Western Regions of China,The Yangtze River Economic Belt also puts forward higher requirements for the development of public sports services at provincial and municipal levels.Therefore,this paper studies the supply efficiency of public sports services in the Yangtze River Economic Belt,and puts forward the improvement approach based on the research,which is of great significance to the development of public sports services in the Yangtze River Economic Belt.First of all,this paper elaborates concepts related to public sports service,efficiency and supply efficiency of public sports service.Based on the principles of scientificity,comparability,operability and typicality,it constructs the research index system of public sports service supply efficiency in the Yangtze River Economic Belt by Delphi method,of which including 2 primary indicators,6 secondary indicators and 7 tertiary indicators.After that,by adopting SBM-DEA model and Malmquist method,this paper makes a static and dynamic analysis on the supply efficiency of public sports services in the Yangtze River Economic Belt,and draws the following conclusion:1.It can be concluded that the overall comprehensive technical efficiency of public sports services in the Yangtze River Economic Belt is 0.735,which is low through the static analysis;the pure technical efficiency value is 0.882,indicating that the overall technical and management level is high;the scale efficiency is 0.852,manifesting that the level of investment scale is also relatively high.However,owing to the great difference between East and West China,the overall efficiency of the Eastern Region is higher than that of the Central Region,and the Central Region is higher than that of the Western Region.Only Shanghai has been able to keep DEA effective for five consecutive years,and the other 10 cities at provincial and municipal levels have different degrees of input redundancy and insufficient output in five years.2.It can be concluded that the five-year average total factor productivity change index of the Yangtze River Economic Belt is 1.159,and the annual average growth rate is15.9% through the dynamic analysis,and the overall comprehensive efficiency,pure technical efficiency,scale efficiency and technological progress are on the rise,and the overall public sports service in the Yangtze River Economic Belt is developing well.3.It can be found that the overall technical efficiency of public sports service supply in the Yangtze River Economic Belt is mainly affected by the investment scale by analyzing the dynamic evolution of efficiency;among them,the change of overall total factor productivity is most affected by the change of technological progress.In conclusion,through analyzing the above conclusions,the author puts forward the following 4 optimization approaches,1.Optimize the government service structure to create a service-oriented government.2.Optimize the supply pattern of public sports to broaden the sources of funds.3.Optimize the input-output structure to improve the efficiency of resource allocation.4.Innovate the public sports service mechanism to stabilize the service supply. |
