With the increasing one-child-died family sizes,interest demand and profit-driven ability,how does the state make reasonable institutional arrangements to compensate the lost interests of the group has risen from the level of purely theoretical research to national policy issues with the important contemporary significance.First of all,the paper systematically reviews the process that using their rights,these family combats government for asserting own interests.By summarizing,the author believes that these asymmetric games could be mainly divided into two forms:institutionalized and non-institutionalized.Specifically,suggestions of representatives',written letters and calls,administrative reconsideration,and administrative litigation are four main institutionalized expressions of interest demand.While,illegal petitions and assemblies,irrational online political participation and mass incident are the main interests demand pathways which are non-institutionalized.Then,the article examined the current policy of national assistance for one-child-died families critically and pointed out that,although the current policy of national assistance for one-child-died families has,to a certain extent,improved the their welfare,there are still many institutional defects,such as,lacking equality,inaccurate positioning,low standards,inadequate legislation,single forms,incomprehensive coverage,etc.For this reason,the author pointed out that it is necessary to establish a nationwide national compensation standard for the one-child-died families.For the principle of fairness and the principle of differences from The Theory of Justice and classical utilitarianism provided the theoretical basis for the establishment of this nationwide unified country compensation standardFinally,the study found that the method of calculating the one-time administrative compensation standard that based on the per capita disposable income of urban and rural residents and the life expectancy per capita was proposed by the one-child-died parents failed to reach a balance between the interests of these families and the country's financially viable payment capacity.Although it can provide a relatively high level of social security for the disqualified groups,it will put enormous pressure on the state's finances and it will not be feasible.In contrast,the compensation standard referring to per capita consumption expenditure in the previous year may reach a good balance between appropriate compensation and feasible payment.
