The Study On The Rescue Policy Of The Group Whose Only Child Has Died

Since the implementation of family planning,one-child families have been expanding.Besides,with China's aging population increasing,the problem of families whose only child died(FWOCD)has attracted social attention gradually.Regardless of age,gender or background,the increasing FWOCD are faced with financial difficulties,emotional pain,pension concerns and other issues.Particularly,the first generation of FWOCD are now aged,facing more issues.The policy of our country on the support of the families whose only child has died started from carrying out the pilot work in 2007 in 10 provinces and then fully implemented in 2008.Subsequently,the policy system has been improved in practice.Currently,the policy system can ease FWOCD's plight to a certain extent,but still remains some major problems,which includes:the policy subject is single,the policy objects is limited,the policy standards is not planed as a whole,the policy content fails to satisfy rescue demand,the policy adjustments is limited and some other problems.This paper mainly researches the case of X District in Wuhan,and by means of research data of other scholars to objectively evaluate our rescue policy for the FWOCD.According to the policy subject?the policy objects?the policy standards?the policy content and the policy adjustments and the basic situation of FWOCD,we have proposed a more comprehensive method to improve the current rescue policy system,by specifying each rescue part's role,expanding the rescue object,planning the rescue standard as a whole,improving targeted rescue policy,establishing a dynamic adjustment mechanism.Under the background that two-child policy is now fully liberalized and the one-child family planning policy has become past,following this marginalized group and resolving the difficulties of this group will contribute a lot to stabilize livelihood and promo social harmony.The content of this paper mainly contains the following six chapters:The first chapter introduces the background of this paper and lays foundation for the res-earch of our country's policy on the FWOCD.The second chapter firstly introduces the three backgrounds of the proposal of the policy.Then the four developing stages of the policy system is described in detail,including:preliminary proposed,local pilot,full implementation and continuous adjustment.The third chapter mainly introduces the effect of the policy system.The research result indicates that the policy system can ease the financial difficulties of FWOCD locally,but still faced the problems of mental depression?the social organization' function is limit and the system is not sound.The fourth chapter investigates the FWOCD in X District of Wuhan city.The researches includes three aspects:living situation,concrete rescue measures and rescue policy evaluation.The fifth chapter mainly discusses the defects of the rescue policy system in five aspects.That is the policy objects,the policy standards,the policy content and the policy adjustments.The sixth chapter gives some suggestions in the above five aspects to complement the rescue policy system on FWOCD,basing on the current situations and rescue effects of FWOCD.
