Xi Jinping,general secretary of the Communist Party of China emphasized that people with talent are a strategic resource for China as it endeavors to achieve national rejuvenation and stay ahead in international competition in the report of the 19 th National Congress of the Communist Party of China.In the aspect of policy,we shall“pursue a more proactive,open,and effective policy on training competent professionals”.In the aspect of introducing talents,we should “value people with talent,be good at identifying talent,have the foresight to employ them,be earnest to keep them,and welcome them into our ranks”.This will better enable us to attract bright people from both within and outside the Party and both in China and abroad to join us in pursuing the great endeavor of the Party and the people.And eventually foster a positive environment in which everyone wants,strives,and is able to excel themselves,and can do full justice to their talents.At present,accelerating the introduction of personnel has become a key task of Taixing.Combined with current personnel situation in Taixing,this paper,by theoretical analysis and field research,introduces the implementation of personnel introdction policies in recent years,including construction of personnel team,current personnel policies,diffrences between new and old policies,and etc.By means of questionnaire survey,spot investigation and conversazione,this paper analyzes probelms such as content of personnel policies,wastage rate of personnel,introduction methods,evaluation mechanism and so on,finds out insufficient in territory condition,industrial structure,funding and personnel definition of Taixing.Then compared Taixing'scircumstance with advantages of personnel policies of other regions(Taizhou,Nantong,Yangzhou,Zhejiang),learns from their experience,and proposes feasible suggestions and countermeasures in order to improve efficiency of personnel team construction,expounding five aspects as improving policies,strengthening cooperations,enhancing publicities,completing the system,and innovating sevices.
