The Research On The Objective Requirement Of Financial Ticket Crime

With the arrival of the knowledge economy and the information age,human capital as one of the important factors of production can generate additional value,has been gradually surpassing the status of material wealth and became the core factor determining the sustainable economic development of a country or region.In recent years,more and more countries and regions put emphasis onthe role of human capital,It has played an important role in promoting sustainable economic growth by expanding the scale of investment in human capital and increase the total amount of investment.However,the research shows that the effect of human capital investment on the level of human capital and sustainable economic growth in a country or region is decreasing gradually.Therefore,while increasing the scale of human capital investment,we should pay more attention to the growth of human capital investment efficiency.As an economic giant,China has abundant human capital,but its distribution is seriously unbalanced,and the human capital level and human capital investment efficiency have large regional differences.The paper,From the perspective of human capital,and through the research on human capital investment efficiency of China's four major areas,further analysis the related factors influencing the efficiency of human capital investment,and puts forward corresponding countermeasures to increase regional human capital investment efficiency for promoting economic development.Based on geographical location,natural conditions and economic development level,this paper divides our country into four regions:eastern,central,western and northeast.Through the related literature at home and abroad were reviewed in this paper,selecting the appropriate input and output indicators to construct measure model of human capital investment efficiency,DEA system analysis method is used to measure 2007-2016 four areas of human capital investment efficiency,the results showed that:the four major areas of human capital investment efficiency present obvious difference.Eastern and central regions' human capital investment efficiency is always higher than the national average,but the eastern human capital investment efficiency is better than that of the central region,the human capital investment in west regoin is always lower than the national average level,and further presents the downward trend,and human capital investment efficiency in northeast region in 2010 is higher than the national average,then show a trend of fluctuating downward.To explore the factors that lead to differences,this paper furthe makes empirical research,selecting the above measure of human capital investment in 2007-2016 investment efficiency of human capital as the dependent variable to measure of human capital investment efficiency,selecting regional economic development level,urbanization level,industrial structure,the level of higher education,the level of regional health care as independent variables to make the empirical study,the results showed varying degrees of positive correlation between the factors with the regional human capital investment efficiency.the empirical analysis of the effects of various factors on the human capital investment efficiency,and concluded that the local economic development level,urbanization level,industrial structure,regional higher education level,the district medical and health level showed varying degrees of positive correlation with the regional human capital investment efficiency.According to the conclusions,the paper puts forward relevant policy Suggestions:firstly,the state should innovative economic development mode and increase support to less developed areas.Secondly,On the basis of expanding the scale of human capital investment,our country should optimize human capital investment structure and define the direction of human capital investment.At the same time,Improve relevant laws and regulations inhuman capital market to promote efficiency improvement.Finally,give full play to the economic development level,urbanization level,education level,industrial structure and medical and health level to promote the efficiency of human capital investment.
