Education is related to people's livelihood, and concerns millions of households. With the continuous improvement of social productivity and people's living standards, education is paid more and more attention to. The present principal contradiction of education is one between the people's increasing material and cultural needs and the imbalance of overall development of education quality. Compulsory education, basis of the whole national education system, has a fundamental role in comprehensive improvement of national education quality and overall development of people's comprehensive quality. Now, people's focus on compulsory education has shifted from a fair entrance to school to fair education quality. There are many factors restricting the fair education quality of compulsory education, of which the most important one is that the unbalanced allocation of teacher resources between urban and rural areas. How to promote the balanced disposition of teacher resources between urban and rural areas in compulsory education has become a hot topic in current education.As an important component in the whole social system, education has a significant part in economic development and social stability. Unfairness of education development, especially that of education quality brought by the imbalance of teacher resources'allocation in urban and rural areas, is contrary to people's interests and our country's long—term developing plan. From the inside of education system,"key school"system, implemented to meet the urgent demand for education after the founding of nation—building, has a dual negative impact on the balanced development of education from external and potential aspects then and now. The new method causes the situation of"rural upside down"in allocation of teachers, which is to approve teacher preparation used in our country since 2001, and the number of teachers is insufficient in rural areas, the quality is not high, and the phenomenon of teachers'aging is very clear. The teacher mobility system shows a current trend of upper one—way flow mainly to balance the allocation of teacher resources between urban and rural areas are poor, the actual results of which are poor, because of the lack of relevant laws and regulations, time of teacher's mobility too short, inappropriateness of proportion of teachers constituting to participate in teacher mobility, and influence of teachers themselves. During the process of formulation and implementation of education policy, because of the lack of effective of supervision and monitoring mechanism, implementation of education policy doesn't practice, and the lag of management and content in supervision department of education will not be able to effectively help rural schools to fundamentally change the backwardness.Imbalance of the allocation of teacher resources in compulsory education between urban and rural areas make teachers'enthusiasm for work decrease, them not effectively enhance their professional quality, which easily results in burnout; this is not only detrimental to physical health, but may also be psychological abnormality. The tendency of school choice popular, original meaning of compulsory education dissimilate, and chance to school admission of students in urban and rural areas develops man—made inequality; the lack of quality teachers get rural students difficult to form good habits and method to study, students'learning results severely unequal in urban and rural areas. Rural teachers in a great loss, phenomenon of rural students dropping out from school serious, so penetration rate of compulsory education lower; what's worse, imbalance of the allocation of teacher resources between urban and rural areas leads to unequal quality of compulsory education, endangering the objectives of social justice and not improving the quality of whole national people. In order to equally allocate the teacher resources in compulsory education between urban and rural areas, government should unite the standards of school building in urban and rural areas, and establish balanced system for school building; vigorously promote the readjustment of rural schools, and accelerate the pace of school improvement that is weak. Scientifically authorize the preparation of teachers in rural areas, and perfect the system of teacher certification; strengthen the teachers'job training after work in rural areas, and enhance their professional quality. Improve the laws and regulation of teacher mobility to make teacher mobile based on laws, and promote the teacher mobility scientific and reasonable; strengthen the management of mobile teachers and advance the reform of personal system in rural areas. Complete the supervision and monitoring mechanism of education, and standardize school behavior of compulsory education; fully play the supervisory role of"third party", and mobilize the enthusiasm of all parties'participation in education.
