Under the environment of economic globalization,the competition between the countries is becoming more and more intense,only the innovators have improved and won.The competition of economic strength is mainly reflected on the competition of technological innovation.Technological innovation has become the driving force for a country's economic prosperity and is also a major factor on determining the destiny of a country.As one of the main parts of national innovation system,universities not only provide either the high-end scientific and technological achievements or train a large number of high-quality talents,but also promote the development of regional economies.This article combines with a Window-DEA model and a panel SFA model in order to construct a four-stage Window-DEA model,which can accurately measure the efficiency of science and technology innovation in universities.Then,based on the scientific and technological innovation data of universities in 30 cities in China during 2006 to 2016,researcher makes a empirical study on the influence of external environmental and internal management's factors on the efficiency of science and technology innovation in universities;Finally,the article puts forward some policy recommendations on how to improve the efficiency of scientific and technological innovation in universities.The results of the study indicate that:(1)with the interference factors,the efficiency of scientific and technological innovation in universities country was complex in our country and did not trend obviously,and the efficiency of scientific and technological innovation in universities of various provinces and cities was quite different.By taking out of the interference factors,the efficiency of scientific and technological innovation in universities in China has generally increased,and the efficiency of innovation has presented the distribution pattern of “the East area> the Middle area> the West area”.There are still large differences between different provinces and cities.(2)The factors of environment and randomness have affected the slack variables of scientific and technological innovation investment of the universities.Specifically,the level of regional economic development is negatively correlated with the slack variable of human investment,positively correlated with financial investment and research projects;the industrial structure is negatively correlated with the variables of labor input and financial investment slack,and there is no notable correlation with scientific research projects;foreign direct investment is positively correlated with the variables of financial investment slack,negatively correlated with scientific research projects,and it has no significant correlation with human investment;externally,openness is negatively correlated with labor input and slack variables of scientific research projects,and there is no significant correlation with financial input;the market demand situation is positively correlated with the slack variable of the human input,negatively correlated with the scientific research project,and there is no significant correlation with the financial input.(3)The better the research and innovation atmosphere,the higher the universities' technological innovation efficiency.The higher the level of scientific research project management,the greater the efficiency of universities' science and technology innovation.There is no significant correlation between the level of normalization or the corruption of scientific research projects and the efficiency of scientific and technological innovation in universities.
