In October 2015,the communique of the Fifth Plenary Session of the 18 th Central Committee of the Communist Party of China(CPC)decided to implement the policy of two children for one husband and one wife(abbreviated as the "comprehensive two-child policy")in all parts of the country starting from January1,2016.The comprehensive two-child policy is an important decision put forward by the Party and the government in the process of building a moderately prosperous society in an all-round way,based on changes in the population situation and improving the family planning policy.It needs a lot of empirical data and data to correctly evaluate and predict the adjustment effect of major fertility policies.The research and analysis of fertility intentions and related incentive policies is one of the important supports.This article relies on the data of the Computer-Assisted Telephone Survey(CATI)conducted by the Xinxiang Municipal Bureau of Statistics within the municipal districts of Xinxiang City(Hongqi District,Weibin District,Fengquan District,Makino District,High-tech District and Jingkai District),and combines the research directions.The corresponding indicators were extracted from the questionnaire for comparison and summary analysis.From the evolution of China's family planning policy,the proposal of the second child problem to the implementation of the second child policy,the content structure has studied the impact of the birth choice of residents in Xinxiang City and the constraints reflected in the lack of policy protection,and conducted statistical analysis of residents 'birth intentions.This paper makes a quantitative analysis of the factors affecting the birth of the second child and explores how to promote the implementation of the comprehensive policy of the second child in the light of the current research on the incentives related to birth.
