Research On The Subjectivity Problem Of Government Purchase Of Social Work Services

In recent years,with the rapid development of our economy and the faster transformation of society,some new social problems and contradictions have begun to emerge.How to effectively solve social problems and alleviate social contradictions has become a challenge in the process of building a harmonious socialist society in China.On the other hand,with the reflection of all-around government,the development of modern government construction,and the government's attention to the public service,the purchase of government services has gradually become an institutionalized measure.In 2013,the State Council issued the Guidance Opinion of the General Office of the State Council on the Government's Purchase of Services from Social Forces,which further promoted the pace of purchasing social work services in China.This initiative opens up a new way to solve social problems,alleviate social contradictions and meet the needs of the public.Professional social work rides the "free ride" of institutionalized purchasing services,and quickly comes out of colleges and universities into various major communities to carry out services.At a time when people from all walks of life generally think that "the spring of social work has finally come," a few scholars have questioned and worried about the road of "embedded development",which is strongly promoted by social work relying on administrative power.The motivation of local governments to purchase social work services comes from two aspects:one is to carry out the national policies on promoting the development of professional social work;the other is to meet the difficulties of maintaining stability,letters and visits or social management.To some extent,these two motivations have the color of administrative tasks and utilitarian pursuits,especially when the government buys services without fully understanding the professional nature of social work,and the professional demands of social work are ignored.It is difficult for social workers to have sufficient conditions to carry out professional services.At this time,it is easy to produce the problem of professional autonomy when social work undertakes services,which is also a subjective issue in government purchase.The purpose of this paper is not to oppose government purchase,but to reflect on the subjectivity of social work in government purchase,and to examine the role playing process of social workers in thematic issues,in order to promote the development of social work in China.Through the project practice case of F social work institution in Wuhan,this paper attempts to investigate the concrete operation condition of the government purchasing social work service,and finds that the social work has the problem of lack of subjectivity in the government purchase.The main consequences are the dilemma of social workers'roles as service providers,managers and policy influencers:first,as service providers,they often fall into the myth of "who provides services";Second,as a manager,its management process is lack of autonomy;third,as a policy to affect people,its space to play a limited role.Then this paper discusses the influence factors of Social work role dilemma by using the role distance theory of Goffman.The analysis shows that the main reasons for the dilemma of social work role are the lack of role recognition,the limited ability of role service and the insufficient investment of role playing.The dilemma of the role of social work in government purchase hinders its role playing process,making it play a smaller and smaller space,ultimately not conducive to the development of social work.The author believes that in order to solve the problem of the lack of subjectivity of social work in the government purchase,we can start from three aspects:raising the social worker role identity,enhancing the social worker role service ability and ensuring the social worker role investment.This paper calls on professional social work to have the development trend of "pluralistic cooperation and striving for autonomy space" in government purchase.
