According to the statistics of the Statistics Bureau of China,there are 7 million 167 thousand talents of all kinds of talents at all levels of government in our country at present,of which 60%of the total number of people at the grass-roots level occupied by the local government at the county level.All kinds of talents of local governments at county level are the key figures to connect the higher authorities and the masses,and are the implementers of the implementation of our policies at the grass-roots level.Selection and promotion can be said to be the most effective incentive method for government personnel,but under the influence of various factors such as the traditional selection model and external environment,the traditional county government personnel selection system exposes various problems,such as narrow channel selection,imperfect assessment mechanism and lack of career planning for talents.And so on.Therefore,we need to explore the allocation system in line with the actual situation of county government talents,and improve the human resources management system of county governments in China.Therefore,this paper studies the selection of promotion mechanism for county government.On the premise of defining the relevant concepts and explaining the theoretical basis,this paper takes the county government of E County as an example to investigate the basic situation of its talents,deeply analyze the composition of the county government personnel in E County,and analyze the promotion mechanism and the effect of the talent selection and promotion in E County in detail.At present,E county pays attention to establishing the right direction of selecting and employing people,and the procedure of selecting and promoting promotions is increasingly standardized.However,through the interview and survey of the selection and promotion of county government personnel in E County,it is found that the selection and promotion mechanism has some problems,such as limited space for promotion,low job satisfaction,low sense of fairness in selecting and promotion,inadequate promotion of rank promotion,and so on,mainly because the number of promotion positions,external environment and body are selected.As a result of the influence of the system,this paper,aiming at the status and problems of the talent selection and promotion mechanism in E County,puts forward the innovation strategy of the talent selection and promotion mechanism,including the idea of setting up the work achievement,attracting young talents to stay at the grass-roots level,perfecting the scientific assessment mechanism,establishing a perfect salary incentive mechanism,and balancing various selection.In order to provide reference for the improvement of the talent selection and promotion of county government in E County,the five major innovation strategies can be provided to improve the economic and social development of E county and the improvement of the people's living standard.
