At present, China has entered the period of rapid "13th Five-Year" development. The Eighteenth National Congress put forward that the construction of an advanced socialist culture is one of the concrete roads of "Chinese Road". The cultural construction is an important part of the overall plan of the socialist modernization in China, it clears up the goals and tasks of the culture construction and becomes the super class of cultural construction plan in "13th Five-Year".The themes of Chinese cultural construction were:the development and prosperity of socialist culture, building a strong socialist culture and realizing the great rejuvenation of the Chinese nation.2015 was the most important year for the Propaganda Department of the Central Committee of the CPC to strengthen the propaganda work in grassroots level. In this year, the Central Six Ministries issued some documents, such as "Opinions about strengthening the grassroots advocacy of culture construction in local county, urban and rural places" and "Opinions about strengthening the grassroots ideological and cultural propaganda work", to promote the cultural and ideological publicity work in grassroots level. But due to lacking a rigidity system and supporting policies, lacking an effective mechanism and professional talents, and due to the personnel mix of publicity system and inadequate training, etc., the propaganda work became weaker when it was closer to the basic unit.Embarking from above understandings, comprehensively applying the literature survey, questionnaire survey and case analysis and so on, and then taking the talent training of propaganda system of Taizhou city, Zhejiang Province as example, this article proposed some new means to improve the personnel training of publicity system in municipal governments.The text is divided into four parts. First, it introduces the research background and significance, domestic and foreign current situation, research ideas and methods. Second, it introduces motivation theories, human resources management theory, the concept and characteristics of government human resource management and incentive mechanism. Third, it makes a survey about the current situation and main methods of talent cultivation of Taizhou publicity system, analyzes the problems of selection, employing, training and motivation, and summarizes all the restraining factors. Fourth, aiming at these problems, it puts forwards the countermeasures of personnel training of municipal government's publicity system, including strengthening the service consciousness and management system of personnel training, improving the mechanism of organization and management, personnel training, and incentive, building scientific and reasonable index system of talent training, and perfecting the policies of talent configuration, utilization, training and incentive of talents, etc.
