The level of teacher team is very important to the guarantee the quality of University.The university can make "physical examination" for teachers regularly through the teacher evaluation system so as to keep the "physical condition" at any time,thus ensuring the quality of the teachers.The development process of teacher evaluation system in various countries(regions)is not consistent.The evaluation of university teachers in Taiwan is more mature and perfect than that in mainland China.To improve the quality of university teachers,it is inevitable to learn from many aspects.To clarify the advantages and disadvantages of the Evaluation system of University Teachers in Taiwan,It is helpful for the reference of the evaluation system of university teachers in mainland China.The twenty-first rule of the University Law in Taiwan stipulates that teacher evaluation is an evaluation of the teaching,research,counseling and service effectiveness of teachers.This study takes the stage mode and the system model in the policy process as the theoretical foundation,adopts the literature method,the interview method,the case study method and so on.This study selects Kaohsiung G University in Taiwan as a case,and chooses representative university teachers to interview,from the perspective of university teachers,from the policy content,policy significance,and the politics respectively.The three dimensions of strategy action strategy show the appearance of teacher evaluation in the eyes of university teachers,and then analyze and reflection them around these dimensions,and finally put forward suggestions and considerations.The results show that: first,the development of the evaluation system of university teachers in Taiwan has gone through six stages which the period of exploration,the germination period,the growth period,the period of the establishment of regulations,the period of active promotion and the maturity period.Second,on the content of the policy,the case study thinks that the evaluation criteria are very appropriate.Case studies agree very much with the teaching methods of students' evaluation of teachers' teaching.Case studies show that quantitative evaluation has great advantages,not just a lot of problems.Case study G university teachers attach great importance to the guidance and service of students.Third,in the policy sense.The case study suggests that it helps teachers to reflect on themselves,not only from the consideration of performance responsibility.Fourth,in the policy action strategy,the teachers in the case study think that the evaluation is not pressure.The beneficial resources available during the evaluation process are only facilitated by the collation of written information.The evaluation project is not different according to the teachers' grades,which is very bad for the new teachers.In the evaluation process,teachers' growth is more of a self-expectation and self-requirement.
