In recent years,school-bullying incidents have been frequently reported by major media.Due to its bad effect on the normal study and life of teachers and students and negative social impacts,school-bullying has kept raising the society's concerns about campus security.From a macroscopic perspective,school-bullying has become a hard nut in every country,and even has a tendency of universality,complexity,long-term and urgency.The long-term nature of bullying has a lagging effect.Even if the country has a scientific and systematic plan for bullying-governance,its existing status of treatment cannot be changed overnight.Under such circumstances,common primary and middle schools should not wait for the governance and change of the external macro-environment.They must do their part and actively explore various anti-bullying strategies combined with unique creative function of education and actual conditions of their schools.Currently,most of the theoretical studies on school-bullying in our country are carried out from a macroscopic perspective while those on the micro levels are too rare.Given the circumstances,case studies are of great significance.Using the social learning,motivation&need and subculture theories as integrated guiding frameworks,this study aims to not only boycott the school-bullying and pacify victims through the intervention and transformation of the victim J but also find the deficiency of anti-bullying work in primary and middle schools to provide some models and reference for the theoretical studies of China's bullying.The education administration needs to strengthen the special spot work on school-based anti-bullying and attach great importance to the information feedback of the bullying terminal.Primary and middle schools should enforce the work on Life Education,Principle Education and Bottom-line Moral Education.Meanwhile,The education administration is supposed to find a way to solve resource imbalance of basic education and adjust the teacher structure reasonably,especially the unreasonable situation of teachers in urban and rural areas.The key to the governance of school-bullying is that education should be coordinated with the guiding principles of the people cultivation and socialist core values and that students' moral education and psychological health education should be strengthened and improved in primary and middle schools.
