Research On A College Financial Management Model Based On Bpr

Based on the research achievements in the fields of financial management model in universities at home and abroad,following the principle of integration of theory and practice,the paper made an overall analysis of the current model at a college from the aspects of its business process to meet the requirements of the classification reform at the college.First of all,the paper analyzes such main problems as over-concentrated financial management power,the lack of staff involvement when making a budget,poor budget supervision,the Vice President who is in charge of financial affairs taking too much responsibility in college management rather than financial affairs,the lack of supervision function at the department concerned,limited rights of financial decision-making at departments shirking responsibilities.of recruiting students and making profits,the demotivation of the departments and the huge waste of the college resources.Secondly,according to its macro and micro ecological environment,the researcher put forward a mode which is not completely decentralized.Finally,to guarantee the implementation of the mode,the college shall reconstruct the business process,introducing into the performance budgeting management,establishing a hierarchical asset management mode,perfecting the internal audit and related financial management system.There are three conclusions in this paper.First,the study of the merger of financial management,as well as its mode adjustment at a college or university should be based on its macro to micro environment after the merger.Secondly,to.achieve an effective financial management mode based on the background and the trend of its reform,the college shall reconstruct the business process to improve its work efficiency and to solve its problems in financial management,risk management,personnel allocation,system construction,information construction and performance budget management.Finally,it is a timely choice for the college to build a mode which is not completely decentralized financial so as to achieve a sustainable development.
