As the main strength of regional higher education,local high-level universities undertake the task of cultivating high-level innovative talents,innovating technology and serving the society,which is the main force of construction of regional innovation.Its development is not only related to the existence of universities themselves,but also has an important impact on the development of regional economy,society and culture.Based on the response to the development of higher education in the new era,the rational thinking of the reform and practice in colleges and universities,and the profound reflection on the reform process of personnel system in colleges and universities,this paper focuses on the reform of personnel system in local high-level universities.This paper first defines the relevant concepts of local high-level universities personnel system reform to make clear the research main body and delimit the scope of study,and then places a high-level of university personnel system reform in colleges and universities in the whole system to think,attempting to construct the model of local high-level universities personnel system reform,systematically answer the "why","how","who" and so on.Specifically,this article mainly includes the following aspects:First,the concept of personnel system reform in local high-level universities.The definition of the concept of high-level universities depends on the standard of reference.In terms of the current level distribution of universities in China,comparing the domestic platforms,we can identify the "nearest development area" of local universities.Therefore,we should take the top one hundred ranking of domestic universities as the dividing line to screen out the local high-level universities.Using the New Institutionalism Theory makes a new exposition of the reform of the personnel system,values,ideas,ideas such as semantic into the personnel system connotation,the subversive institutional reform as the organization of collective leadershipactors initiated the reform of the personnel system,and concluded that the local high-level is the high-level local university to collective leadership get rid of the obstacles restricting the development of the school and take the initiative to complete the adjustment of personnel system including the values,habits,institutional mechanisms,etc.to stimulate and release the vigor of school,enhance the power of school development,so as to promote action or school activities of sustained and rapid development,to the local high-level university personnel system reform of the new starting point.Second,the construction of the personnel system reform model of local high-level universities.In view of the complexity of China's local high-level universities,the one-sided tendency of personnel system reform activities and the tendency of simplification of success or failure attribution,it is very necessary to set up a personnel system reform model.Under the premise of humanity hypothesis,the model is constructed from three dimensions: reform process,institutionalization and institutionalization,content reform,culture and system,reform actors,leaders,executors and target groups.These three dimensions include the whole process,the whole field and all participants in the reform of personnel system in local high-level universities,which helps to form an overall,systematic and comprehensive understanding.Third,using the model to think about the reform of the high-level university personnel system in the new era.By analyzing the history,status quo and opportunities of personnel system reform in local high-level universities,we can identify its historical position and identify the stage of the reform process of local high-level universities,so as to have a clear starting point.Culture is the guide of the system,and the system is the organizational form of culture.The two elements constitute the main content of the high-level university reform.The classification of the nature of university cultural heritage,and the development of the University,from the angle of epistemology to answer the local high-level university is what and how to better development,and will turn it into a job evaluation system,toset up the post appointment system,examination system,salary distribution system,teacher development system and sub system.The reform actors are given different roles in the reform.They are expected to undertake different responsibilities.Clarifying their respective roles is the premise for reform actors to better participate in reform activities.In addition to considering the three dimensions of the model,we should consider the reform of personnel system in local high-level universities,and we need some strategies to promote the reform activities,such as selecting breakthrough points,school management system,scientific research management system,accountability system and personnel system coordination reform.
